Commentary:
The City is curseMly contract gwith Nortsco, an energy conservation contrecmq to retrofit or replace
inefficient fight fiz res at the Centres Fire Station The project has very favorable financial benefits that
will pay back the Citys total investment witkn 20 months. Surplus funds from a town[ capital project
will be used to pay for this energy conservation work.
This company has proposed a similar energy onservmicn project for City Hall fast will produce savings
of over 47°%during the firm year. In addition, the company has performed preliminary surveys and
saturated budgets for energy conservation projects a the Poco Department Public Services
Administration Budding, Bus GarapMecycling Center and Fite Station No. 6.
In its review ofthe proposed energy conservation projects the Finance Committee voted oa November
20, 1995 to approve the City Hall port al and consideo eschofthe other projects on a case by case
basis. Projects will be reviewed on an individual basis gt}�er a comprises evaWation and Snsl cost amounts
areproposedby Noresco. The fobowing Council Resnbe appropriates $25,400.00 for the City Hall
project which includes $19,59500for the Mrofit and $5,900,0D for disposition of lights and ballasts. See

NORESCO is pleased to have Ne opportunity to have surveyed and
prepared spreadsheets recommending energy efficient retrofits for eleven of the
Cilise Iergerfacilitles. These buildings haw Simple Payback Periods, based an
Ne walk-through survew and preliminary pricing, ranging from 1.310 4.e years.
(The projects pricing, MM the exception of the City Hall and the Civic Center
Projects, haw not yet had NORESCO's internal review and approval, so the
numbers must be used for budgetary review and discussion purposes only.)
The following tables list the associated estimated project coats, the
savings, incentives and Payback periods for each building: these values were
developed from an initial walk-through survey, which we estimate to be within
10%. A detailed auditwill be completed at each of these sites before a formal
Proposal is submitted to the city. INe have used a conservative best of
$.1/KWH to quantify the savings estimates. (The actual average energy rates
vary based on usage, eg.: $.0994/KWH at the Chy Hell, and $.1037/KWH at the
Civic Center.)
Additionally there are a great many savings besides energy associated
with each of Nese projects. The majority of these are associated with reduced
O: & M. web. Moet M these buildings are in need of group relampings and
several need new ballasts as well. We estimate Ihel apprexlmslely $100,000 in
0 B M expenses could be avoided over the need Me were by approving the
entire group of projects. (O +M e)yenses based on annual Lamp & Ballast
replacement and replacement of Civic Center Conference Room Dimming
Conbul) By including these avoided 0 & M Costs the projects would have a
cumulative Sin ale Payback Period of 1.0 wars.

On Sane 19,1995 the France Committee approved a Noresco lighting retrofit
contract for the Fire Department. In that contract Noresco, through an agreement wide Hangar
Hydro, will mouth or replace NI fight f Nres at Central Fue and contribute an incentive of
$2,87900 toward the total project cost of$I1,77900. Thisprojectwilprovideacomplete
payback within 20 months and produce a 55.5%return on the Citys investment for the first year.
The attached Noresco agreement for City Hall is similar to the Fire Department's
except the return on investment is over 60% for the fire year. In the City Hall ag re went
Noresco will provide an incentive a$8,920 00 and the City will pay $19,595.00 for the
$28,515.00 project Noresco will retrofit most of the 520 faunas in City Hall watch will produce
arcual savings of $12,200.00
Noresce has also surveyed the Civic Center and nine of the City's larger
departments in order to provide us with an euimate for the rest of the City. These esthaates, as
outlined in the Weched letter from Noresco give us an idea of the total mom required to fund a
city-wide mangy conservation project. (Noresco has also been working with the Airport for
Amiga work that will be paid with Airport funds).
Since Manson rmst schedule limited resources to complete the retrofit wodc they
have requested that we approve the City Han proposal at this time.
After reviewing the proposals with the City Manager and Namara, representatives
it is my recommendation that the Finance Committee approve the City M proposal and ufilize
contingency funds to pay far the project. Itisfndacr recommended Nat the City establish
appropriate funding for the transiting projects in order to take advantage of the extremely
favorable financial benefits.
