The attached Order would authorise submission of a grant
application for up to $200,000 in funding through the U.S.
Department of Justice. This funding would be for a community
Policing program to combat domestic violence. The funds would be
administered by our Police Department and the program would be
operated in conjunction with the Domestic Violence Task Force which
represents various agencies and individuals throughout the
community with an interest in this topic. There is no local match
required for this grant.
The attached memo from Lt. Don Winslow of the Police Department
provides greater detail on this project.
This item has been reviewed by the Municipal Operations Committee
which recommends your approval.

VISION STATEMENT
96-7
We recognize that domestic violence is a deep and pervasive
problem in our community affecting all persons, regardless of
class, race, age or gender. We also recognize that abusive
behavior in our homes has been supported and reinforced by the idea
that force, or the threat of force, is acceptable. We believe that
as a community we must work to educate ourselves and our children
about the magnitude of this problem.
We endorse a multidisciplinary approach which will redefine
the cultural roles of meand women, young and old, by educational
and awareness programs both in our schools and in our community
organizations. we also advocate a behavioral approach to reeducate
every member of our community by responding to abusive behavior
with consistent legal and social consequences which give the clear
message that domestic abuse will not be tolerated.
We envision a safer community for all of us, beginning in our
homes. Accepting the challenge to change our community's attitudes
toward domestic violence is the first step toward creating a
community that will not longer tolerate abuse in any form as
acceptable behavior.
Ey accepting the above vision, the Domestic Violence Task
Force sees its mission as the following:
MISSION STATEMENT
We in the Domestic Violence Task Force wish to provide
leadership in the community which will garner our will, as well as
our resources, to promote zero tolerance for domestic violence,
whether physical or psychological, in our families and in our
communities.

For the past two years the Bangor Police Department, in a
cooperative effort with the local domestic violence project,
Spruce Run, and the Penobscot County District Attorney's office,
have worked to enhance the level of communication among agencies
dealing with domestic violence. In January of 1994, the U.B.
Department of Justice, Bureau of Justice Assistance awarded this
group a small grant to help us meet our goals.
members of our legal system, medical institutions, social
services, schools, and the media all play an important role In
the cycle of violence in the home. As our worked progressed it
became evident that the development of a task force involving
members of these various agencies would be extremely beneficial.
In August of 1994 the Greater Bangor Area Domestic Violence
Task Force met for the first time. Today, forty six community
leaders participate on this task force. To give you an idea of
our focus, I have included a copy of the vision and mission
statements. The following represent some of the goals that have
been considered for this task force:
• continue efforts to heighten public awareness about domestic
violence
a work to improve relationships among agencies and
institutions dealing with the issue of domestic violence
a cooperate with other new initiatives (i.e. Barterer's
Intervention Project)
* collect information and data on the existing process, and
make evaluations and recommendations for change
The original Bureau of Justice Grant has expired, leaving
the Task Force completely without funds. Recently I received
information from the U.S. Department of Justice that there may
be funding available through a "community Policing to combat
Domestic violencem program.

The Criminal Justice Subcommittee is working on a proposal that
would provide the task force with operational funds as well a
staff person. This person would be located at the Spruce Run
Office here in Bangor. A staff person would provide substantial
relief to many of us whom have dedicated a lot of time and energy
to the task force.
The U.S. Department of Justice requires that a law enforcement
agency administer the project. I am therefore asking that the
City Council authorize the City Manager to allow the Police
Department to apply for funding under this program. There is no
match requirement.
