directe;W take, all necessary action for purposes of providing for
the sale by bid of the following tax -acquired property:

THAT the sale of said properties he upon such terms and
conditions as may be approved by the Finance Committee of the City
Council; and be it further-

behalf of the City of Bangor, to execute municipal quitclaim deeds
conveying said properties to the purchasers; and he. it further
ORDRRED, -
THAT the proceeds of said sales, after deducting all costa
associated with the sale and conveyance of said properties, and
outstanding real estate taxes due the City of Bangor, shall be
placed in a reserve account to be created for the purpose of
payment towards expenses related to the disposition of property
condemned or to be condemned in the future by the City of Bangor.

RE: Tax acquired property -
6 Chester Place; 59 Lincoln Street; mobile home at
Lot 20, Martel's Trailer Park
Attached are drafts of two proposed Council Orders. All
three of the properties are tax acquired and have been subject to
previous Council Orders. See Council Orders 95-296, 95-299 and
95 -2]S -attached.
The mobile home at Lot 20 Martel's Trailer Park was
substantially destroyed by fire two years ago. It is unfit for
human habitation and has no value, other than for scrap. Council
Order 95-278 directed the City Manager to take possession of the
mobile home and that has been done. Code Enforcement has been in
contact with Norman Martel, owner of Martel's Trailer Park. He is
willing to dispose of the mobile home if the City conveys it to
him.
6 Chester Place was also declared unfit for human habitation
and by Council Order 95-27I the City Manager was directed to take
possession of the property. That has been done. The property can
be rehabilitated. Staff believes that sale of the property will
generate money exceeding the Outstanding tax liens.
59 Lincoln Street was also declared unfit for human
habitation and by Council Order 95-276 the City Manager was
directed to take possession of the property. That has been done.
The property can be rehabilitated. Staff believes that sale of the
property will generate money in excess of the outstanding tax lien.
Code Enforcement is requesting that the money from the sale
of the properties go into a reserve account dedicated for expenses
related to the disposition of condemned properties. Several
properties in Bangor have been condemned and several more can and
eventually will be. Although the owner can be ordered to demolish

the condemned building that i not alwaysaccomplished. The owner
may refuse, in which case the City can demolish and bill the
caner. The owner may not be here to be held responsible or have
sufficient assets to pay the costs. Condemnation of property is
often necessary for the safety and welfare of the public and it Can
often be expensive for the City.

Creation of a dedicated reserve account may provide for
funds to pay costa associated with the disposition of condemned
property, without the use of tax dollars.

THAT WHEREAS, the structure located at 59 Lincoln Street has
been declared unfit for human use and habitation by the Code
Enforcement officer of the City of Bangor; and
WHEREAS, the owner, the Heirs of Esther Holmes have
abandoned care and upkeep of said property forcing the city to take
steps to keep the building secure so as not to be an attractive
nuisance to children and vagrants; and
WHEREAS, tax liens, levied by the City of Bangor, have
matured,
IT IS HEREBY ORDERED THAT the City Manager eomeaaoe

manner which protects the health and welfare of the citizens of the
City of Bangor.
