HomeMy WebLinkAbout1995-10-10 95-433 ORDERCOUNCIL ACTION Date: 10-10-95 Item No 93-433 Item/Subject: Order: Authorizing a Transfer from the General Fund Contingency Account for purposes of Barking a Grant to the Paul Bunyan Snowmobile Club to Assist in Extending and Maintaining a Snowmobile Trail into Bangor Responsible Department: City Council Members of the Paul Bmyan Snowmobile Club have mat on several occasions with the Finance conrlttee to discuss their plana to eaten a snormobile trail free near the xermon/Bangor city limits to the intersection of Mass and Button Streets. The Club believes that such a extension will provide anowschiles with access to a significant portion of Bangor•s hospitality industry had genitals Bangor to capture a higher level of snokmobile trade. Me Club requested that the City dedicate rev a tecetved from n wmebileregistrations to the Club to assist them in extending and maintaining such a trail. as a result of these discussions, the Finance cmmtttarecommendedhas recommended that a transfer of $3,000be nestle true contingency for this purpose. The committee does not feel that omobile registration revenues e Should hspecifically dedicated. They believe a annual request for financial supports should be ends a a part of the budget process. The Club would, therefore, reapply annually for support. Several other suggestions were also made at the meeting. These Included a request that the Club work with the hospitality industry to determine the Impact of the trail extension a their business, that the City recognize Unat a number of years may be required to see a major impact as knowledge of the trial is spread, and that the Police Department closely menitar the intersection Of Dutton and Main as well as Other highway crossings to determine whether this use is compatible with Our traffic patterns. Finally, the proposed trail extension makes use of a variety of City properties including the Airport, Golf Course, and Mass Park. The City meat grant pethissim for this use. the Legal Department is Currently reviewing the Trail use Agreement submitted by the Club. In the attached Order, the grant to the club is condltionetl upon approval by the City for the use of these properties. Payment of this grant shall be conditioned upon subsequent approval by the City for use of Airport, Golf Course, and Base Park properties for this trail.
