Work to Replace Dakin Pool

As the Council is aware, the overall condition of Dakin Pool has been
deteriorating and it is at the point where either refurbishment or
replacement is necessary. This was anticipated in the City's Capital
Improvement Plan and $100,000 was budgeted in the Fy95-69 CIP budget to begin
this effort.
Carpenter Associates, Consulting Engineers who have been working closely with
the Parks and Recreation Department, have prepared two options for
consideration, each costing $132,000. One option entails refurbishing the
existing 50' x 75' pool. The second option would replace the existing pool
with a smaller 40' x 60" new pool. Due to the age of the old pool
(approximately 30 years old) and the fact that the refurbishment would only
address certain needs, leaving other components in their present state, the
Engineers and the Parks and Recreation Director have recommended that the
Council give serious consideration to option two which would replace the old
pool with a new pool.
This Order would authorise the engineering work related to option 2 to
commence. The work is estimated to cost $11,000 which would come from the
$100,000 available for the project.

manager's Comments:
The Municipal Operations Committee voted on September 19th to recommend to
the full Council that staff be authorised to proceed with the engineering
phase of option 2, which would replace the existing pool.

The scat of the liner is vary near the basic at of a new Gootte Pool. The trade
off is the new pool woultl asmaller(40' x 60' vs 50' x]59 and would utilize

skimmer system instead of a gutter system. In addition, a skimmer system does
not require a surge tank which is needed in Option 1.
In reviewing David's information, I found that the original new pool estimate
included excavation costs based on a new location rather than utilizing the
existing location. Based on the limited knowledge available on the site, I added
$10,000.00 (iter 5) to the original Option 2 to cover potential subgrade conditions
that may be encountered due to working with reclaimed land.
Please let me know if any additional information is required. We can begin work
on the selected Option as soon as a Purchase Order is issued.
