Commentary:
Fora bids wine received for delivering rock salt in the Citys salt storage facility, and the
bid amoums ranged from $30]5 to $43 65 per tot The bid for $30]5 ffmn Of the
Earth Enterprises did not most our specifications but the Public Services Department
would like to try about 300 tons to evaluate its performance on atmil basis- See attached
memo from Arthur Stockus.
The recommendation to award the contract to Harcroa Chemical Corp., the low
responsive bidder at $34.49 was reviewed by the Finance Committee on September 18,
1995 and referred to the City Council with a recommendation for approval.
The City uses approximately 3,500 ton of rock salt per season. Last year the City
purchased rock salt ffom Harcros Chemical Corp. at $34.65 per ton.

I have reviewed the awual salt bide and would recommend that we split our purchase
between the low bidder wd Ae eecand bidder. In actuality eche second bidder is the lowest
responsible bidder. The low bidder does not meet the size specifications and the %ofCalmtm

The reason for splitting the bid is tint fie Of the E Enterprises material in so fine that
we cannot use it in our salt trucks. The mnterial runs out without our being able to control the rate
of application, We some problems with the last order of iWs material with regard to foreign
particles in the salt and also with caking during the winter and moisture corpses. This token order
will give us an opportunity W no if it in possible m use this Scandal productively in our sand/silt
mix. We should not cannot oureehwes m any large order without Bret dmerWning the quality of
the material to be provided. Rthere has been we change in quality i would not recommend using
any salt from Of the Earth Bnmrpiees.
