Since Laire Consvucliov was the contractor for the previous taxiway reconstruction and since there was not enough now to rebid the project, some modificeaons and cast reductions were negotiated to bring the project into line with the available funding (see attached letter from Hoyle Tannor & Associates which outlines the details of the project and the negotiations). This project is also ajoint venture with the Maine Air National Guard which will fwd $351,362.50 for the runway overruns and $233,50000 for the distance remaining signt. The following contract award and project amounm have been reviewed and approved by both the FAA and tire McANG. Ziegelsar Airport Director Bangor international Airport 287 Godfrey Boulevard Bangor, ME 04401 Re: Reconstruct Mark and Light a Portion of Taxiway' A' (approx. 1,800 N x 75 R @ Runway 33 End) AIP Project No. 3-23-0005-20, Contract No. 1 and Rehabilitate Runway 15-33 Overruns, Mandl Runway Distance Remaining Signs actin"317 As you are aware, the bids for the above referenced project were opened at 2:00 p.m. on June 7, 1995. This letter is to advise you of our findings and to indicate our recommendations for the Award of Contract. The Lane Construction Corporation submitted the We bid for the subject project. Their bid for the work was as follows: • Schedule 1: Reconstruct a Portion of Taxiway W" $1,324,163.00 • Schedule 2: Rehabilitate Runway 15-33 Overruns 359,083.50 • Schedule 3: Install Runway Distance Remaining Signs -23350000 TOTAL $1,916,748.50 Schedule 1 is to be funded utilizing an FAA AIP grant (90%), an State of Maine DOT grant (5%), and local City funds (5%). Schedules 2 and 3 are to he funded completely by the McANG.' The Schedule 1 bid exceeded the available funding. Negotiations wi0n the Contractor "m undertaken to see if reductions in his bid could be made to reduce the overall project coat. In addition, Me Airport's engineers investigated design modifications which would also reduce the overall project cost while still maintaining the overall project scope and intents. Through Me modifications made, $157,005.00 was deducted from the cost. Engineering changes amounted for $149,670.00 of the reduction, while the Contractor unit price reductions on several items lowered the cast by $7,335.00. 95-389 Mr. Bab W Megelasr August 14. 1995 AIP-20, Contract No. i Page 2 Shady after the bid opening, Lane also proposed an alternate construction method for the Scrudule 2 work. The crack seal and microsurf acing will be eliminated and replaced by cold milling of the existing pavement for use as a reclaimed base material with a, new 2" bituminous concrete overlay. The proposed alternate method will give the Airport a better end product and also produces a savings of $7,721.00. The McANG has agreed to the modhicadms. Schedule 3 shall be built as originally designed and bid. The Lane Construction Corporation submitted the sole bid. Their bid form is in order, duly signed by the District Manager and is impressed with their Corporate Seal. Lanes total bid, as modified - above, is a fair and reasonable price for the required work and we would recommend the award of contract be made for the total project. Based upon our analysis of the bid, and our familiarity with the work done by The Lane Construction Corp., we recommend awarding the contract to Lane ConsVucfion Corp. in the negofiated amounts of Schedule 1: $1,187,158.00, Schedule 2: $351,382.50, and Schedule 3: $233,500Ag contingent upon me following: A. Satisfactory execution of the contract between the City and me Contractor. 8. Concurrence in the award of the contract by the State of Maine DOT, Division of Aeronautics, and the Federal Aviation Administration. C. Issuance of the AIP-20 grant in a sufficient amount to fund Schedule 1 of me project. D. MCANG receiving approval and authorization for the funding of Schedules 2 and 3. If you concur in our recommendation, the City should approve the award of contract to The Lane Construction Corporation. The FAA and MCDOT have already indicated their concurrence by issuance of the grant offer to the City for the funding of Schedule 1 of this project.
