Commentary:
Hoyle Tanner & Associates, the A'irport's design and engineuing consultant, proposed a contract
to cover the Airport Mprovemem Program projects that were tentatively approved by the FAA
under AIP No. 3-23-0005-20 for fiscal year October 1, 1995 through September 30, 1996
(Tan "A" -$1.17m onm Iiigh Meat Lights$154,130). ThisProjectisalaoajohaveMue
withtbe Maine Air National Guard which is funding $351,362.50 for mnway ovemms,
$233,500.00 for the distance remaining signs and $16,350.00 for design costs. (Hoyle Teener is
also providing services for the two McMG projects.)
Since these projects are very similar to last year's to nvay project, no outside consultant was
required by the FAA to review the proposed consultant services. My review of the costs are
documented in the attached letter dated August 17, 1995 to Robert Siris of the FAA. He has
reviewed the revised costs and given verbal approval. A summary, of the revised engineering nista
is shown in the attached letter dated August 15, 1995 from Hoyle Tanner At Associates.

Dear Mr, Siris:
This letter confirms my review of the proposed Hoyle, Tanner & Associates =A)
contract for professional services in correction with the Airport's Taxiway "A" and High Must
Lighting projects.
As you know, the Taxiway "A" project is a corrugation ofthe previous Taxiway "A"
project funded underArp-I8. The high mast lighting project involves the installation of three
high man fights, sindlar to the high man light installed some years ago near the General Aviation
gas.
As has been thew practice in previous years, FTA started their services without a signed
contract in order to mcet a fight schedule. As a result actual cons were assigned to design phase,
survey, soils and bidding cons. A review of the proposed construction administration costs
produced a minor reduction from $37,900 to $35,300; see attached letter dated August 1, 1995
from BTA which documents our contract discussions. The proposed vests for resident
engineering, control and testing and project admivistmtion did not change as these cons could be
characterized as roughly Nuivalem to project costs previously approved for Hoyle Tanner and
Associate.
In reviewing the details of the attached draft contract, my conclusion is that the proposed
cons for professional services are expensive but not umemrmable when considering the services
required and the magnitude of the two projects.

Dear Dave:
Based upon our phone conversation of July 28, 1995, during which we discussed our draft
engineering centraddated Apd113,1995. we are submitting a revised Exhibit "D" for your review.
This revised Exhibit "D", dated July 31, 1995, reflects our actual expenditure to take the project
through the bidding phase. In addition, we have separated the back-up for the project into three
components. The three components make up two separate construction contracts to be funded
under AIP-20. They are:
Contract No. 1 -Reconstruct, Mark and Light Taxiway A' and Surrace Condition Sensors,
which includes additive alternates to be funded by Maine AND for Runway 15-33 Safety Areas
and Upgrading the Airfield Sign System,
Contract No. 2 - High Mast Terminal Area Lighting, Phase I
Based upon our review of the project and the actual expenditures made, we were able to reduce
the amount of the the agreement as follows:
DESIGN PHASE - We can reduce the total compensation requested from $91,400 to
$82,400. This reduction can be made due to not reading the enfire amount of
reimbursables and a reduction in the amount expended by our electrical engineering
subconsultant, and less CADD Operator's time. The breakdown between construction
contracts is:

SURVEY- We have reduced the total amount requestedfrom 54,900 to S4,700 due to the
actual amount of time spent by HTA personnel on the coordination efforts and less
expenses charged by the surveying subconsultant.
SOILS - We can reduce the actual cost plus fixed fee amount from $5,600 to $4,400.
This reduction can be made because the field work look less time than originally
estimated by our subconsultant.
BIDDING - No change. We have extended the amounts indicated in the original drag
CONSTRUC70N ADMINISTRATION - We have reviewed to estimated number of hours
indicated and feel that we can reduce the actual cost for the FAA eligible portion by
$2,800 (from $37,900 to $35,300)
The amount for the Add. Alternate will be funded by MCANG and was previously agreed to by Lt.
Col, Buetet in March of this year.
RESIDENT ENGINEERING -These services are based upon a 120 calendar day project,
as compared to last year's project, which was 90 days. The added time is required due
to the additional taxiway length. The resident engineering time is based upon Ne 120
calendar days, as well as an assistant resident for 500 hours (approximately 50% of the
time) to cover the nighttime work and paving.
The resident engineering for the High Mast Lighting will be provided by the Airports staff
and was approved as force account work by FAA.
CONTROL AND TESTING - No change; the amount indicated is based upon our past
experience for a project of the size and complexity.
PROJECT ADMINISTRATION -The number of hours indicated are consistent with other
projects completed for FAA funded projects at BGR and other airports in the region.
In summary, we have reduced the total contract from $279,100 to $266,100 and feel that the final
amount is reasonable, considering the level of effort required for a project at a commercial service
airport such as BGR.
