Memorandum TO: Pd Ranee, Cry Manager RR: Randy Herrman, Chief of Police DT.- Jua 26, 1995 RR: AddWonalAndingjor MI)EIposltians Currently the Bangor Police Department has one police of neer assigned to the Maine Drug Enforcement Agency (MDEA). Three years no we had two officers and one supervisor assigned to MDEA. Financial problems caused MIyEA to reduce their staff. Now that MDEA has paid off its obligations they are reinstating the old positions and would tike to have Bangor Police Department mum to having one supervisor and two officers assigned to the Bangor office. Drug invest igatums are very acesssay in this ease. The level of drug usage in this community is low compared to other communities of similar size, but the amount of drugs routed through this city is very high. In the last year we have made a significant impact on drug distribution in the Bangor area. Working together with MDEA and the U. S. Attorneys office, seven major drug distribution networks have been put out of existence. The City of Bangor has received over $100,000 in forfeited money and equipment which has helped replace badly needed equipment without raising taxes. The assignment of Bangor supervisors and personnel was requested by the State Direetor of Public Safety and the U.S. Attorney because they felt the quality of Bongoes personnel would greatly increase cooperation between the agencies investigating drug crimes. If necessary, these two people would be willing to Wk to the Council about this project. The three positions at MDEA would be fully funded, including benefits, except for the supervisors position. The maximum MDEA can pay for the supervisors position is $41,600 plus benefits. The supervisor that they have requested will make about $44,000 plus benefits this year. Adding these two additional MDEA positions would cost approximately $100,000 annually, of which MDEA would reimburse approximately $97,600. I am requesting that the Council authorize me to hire two additional people so that I can assign a supervisor and two police officers to MDEA.
