Commentary:
On April 3, 1995 the Finance committee reviewed the attached memo from Aaron Lawn, Public
Services Blectriral Mvis on regar ing disposal of eurylus &e almm boxes. Dutingthe discussion there
was general agreemem then one box should be donated to each of the following: the Fire Museum, the
Coles Transportation bfuseum, the BangorMaturing Society and the family of Tim Mullins. The balance
ofappmximatdy 100 &e boxes would be given to the Fre Museum and be sold with the understanding
that the City would recover approximately $3,000-$5,000 of costs to remove the boxes and reorganize
the rpnandng fire box system
The Finance Committee also agreed that 10 of the fire boxes could be sold to a municipality in
Massaclmsettsfer$300.00each. (The offer from the municipality was subsequently "modified" and
Aaron was told that about S 125.00 was all that the town could afford. No further action bas been taken
withthemunicipality).
On May 11, 1995 staff and representatives of the Fre Museum met and agreed upon the following
prices and procedure to seg the fire boxes.
The remaining 1001 boxes should be sold by lottery, as follows:
Cut aluminum &e box with mechanism and without lock Nodal*
Bach of the 400± individuals who expressed an interest in the &e saxes would be connected and asked
if he/she is still interested in purchasing a fire box at the above price. If so, the individuars name would be
placed on a card and become part of a lottery. The lottery drawing would be conducted at a public event
held at the Fire A&semn as a future date.
*It was determined that there are enough mechanisms for all fire boxes being soldofthe
fire boxes are cast hon. - _
Managers Comments:
A workshop on this item was held by the &g Councg on August T&. As a result, the recommendation
was modified somewhat to call for selling 2 additional boxes to the Cole Transportation Museum. The
City" costs exclading City-wide overhead, were $5,681.64. �// /' -�O

THAT
WHEREAS the Public Services Department and the Fine Department have determined
that approximately 100 fire alarm box stations are no longer required for the safety of the cities
of Bangor, and;
WHEREAS the fire alarm box is a popular collectable item for many antique dealers and
other individuals, and;
WHEREAS representatives of the Fine Museum and City ateffrewmmend that the fire
boxes be soldbylottery, "as is" and without the lock for $100.00 each, and;
WHEREAS the Fine Museum will conduct the lottery at a public flounce held at the
Museum at a date to be determined;
WHEREAS the Finance Committee discussed the disposition of the fire boxes and agreed
with the stipulations noted below;
NOW THEREFORE BE 1T ORDERED that the surplus &e alarm boxes shell be
disposed of as Followsr
1. One fire alarm box shall be given to each of the following: the Bangor
Fire Museum, the Bangor Historical Society, the Cole Transportation
Museum and the Family of Tim Mullins.
2. Two additional fire boxes shall be sold to the Cole Transportation
Mus sum for $100 00 each.
3. All other surplus fire alarm boxes shell be &rated to the Bangor Fire
Masseuse and sold by lottery to the individuals who expressed as interest
in purchasing the fire boxes. Thecostofremovalofthefireboxesbythe
Public Services Department in the amount of $5,661.64 shell be
recovered from the proceeds and given to the City ofBangor.

Re. Fire Alarm Box DlSPOSal
Public Services would like to propose that Me Ore alarm boxes that are removed from service be
disposed in the following manner:
1. A full fire alarm box complete with the inner shell, number plate and mechanism be

Note: We have hal requests from severer other organizations for boxes and should retain approximately
8-10 for this Purpose.
2. The boxes that are in good to excellent shape should be retained for maintenance
moment. This would be between 25-30 boxes.
3. We have had an inquiry form a municipality in Massachusetts asking if they mud
purchase about ten boxes complete (wlth inner shell and mechanism for their !Ire
alarm system. We could possibly receive $200 to $300 per box from them.
4. The remainder of the boxes (Spool too) would have the mechanisms, lacks, code
wheels and number pato removed before they are made available to Me general
public. The reason fm removing the Mechanisms is they are gill usable and post a
pormldembte amount. The number plates are $14.00, the potle wheels $58.00 and will
be kept so the renumbering of the remaining boxes can be accomplished with a
minimal cost to the city. The locks cannot be released to Me general public for
senudty purposes. What will be sold to the general public will be what Is known as the
War 'College shell', which Is the outer red rasing that is commonly seen on the
street.
We would like to see the cost of removal add rewiring recovered by faking the cost, dividing it by the
number of boxes removed Mad Nan having a came. This would give all the persons interested In a box
to have a chance to acquire one. All Ue names and phone numbers of Interested trades would be put In
a drum and selected at human. When all the names are drawn we would sled at the first name and see
if Me parson still wants the box M the set cost, add coatings through the list until all the boxes are gone.
The cost at Fire semi cable and labor will be determined after all of the boxes have been removed, at
which time the Past per bax can be calculated. We will need approximately SOOT of fire alarm cable at a
post of approximately $1000 to restructure the drpoNy. If these recommendations are adapted then it
will relieve the taxpayers of Bangor from having to pay for the cost of removal of the street boxes antl in
the tight "per times we are in it is imperative to reduce the impact on the municipal budget.

Councilor Popper requested that we imesdgrte the Massachusetts community's interest in
our fire alum boxes m a price of 125 each Ihavediscussed the matter vrith Aron lamon and it
mums mm that the community that caged claimed, at the time ere were requesfi g $ 200 to $ 300,

spending any more fiver due.
