The attached ordireace addresses two items which were brought forward to the attention of the City and the Council
some time ago as a result of the basic sewer our study which was conducted. The proposed Section 20.8 would
autho ur an addimusl quarterly charge against any properties where roof drains are directly connected to the Citys
sanitary and/or mormwmar system. This charge, which can be established by Council Order, would go into effect
an extents road on or atter December 31, 1996. As the Council is trate, the Cityis under a crosem doctor with

Section 20.9 establishes a new rate for our sewer availability for. Availability fees to developed properties are
aurenly charged at $5.W par quarter. This is a very minimal charge given the City's overall capital imaetusent in
its sewer system. The proposed ordinance would increase tlfis charge to the capital portion of the City's miivmm
use charge. Based on our curter case, his would represem approximately 460A of our students fee or

THAT, Chapter V, Article 9, Section 20 of the Laws and
Ordinancesofthe City of Bangor is hereby amended by the
addition of new subsections 20.8 and 20.9.
20.8 Roof Drains. An -additional quarterly charge which may be
established from time to time by Council Order shall be
assessed against any property where roof drains are directly
connected to the City's sanitary and/or combined sewer
systems. In instances where a single account includes
multiple dwelling unite or commercial or industrial
establishments, this charge shall be increased by
multiplying the quarterly fee by the number of such
residential, commercial and industrial unite. The quarterly
charge shall be billed in arrears and shall only be charged -
against those accounts where reef drains remain connected to
the sanitary and/or combined sewer systema as of the date
the water meter is read. These charges shall be made on
counts read on or after December 31, 1996. It shall be
the responsibility of the property Owner or his or her
agents to provide information satisfactory to the
Superintendent of the Treatment Plant that all roof drains
have been disconnected from the sanitary and/or combined
sewer systema in order to avoid such charges. _
20.9 Availability Fee. An availability fee shall be charged to
all properties with the exception of vacant land to which
sanitary sewer connection is available but not used. This
charge shall be set at an amount equal to the capital
portion of the City's minimum sewer use charge. The
resulting increase in this fee shall be phased in
proportionately over a twenty-four (24) month period
commencing upon theeffectivedate of this section.
