Adams, Inc. for Underground Oil Tank Removal at Bangor International Airport Responsible Department: Airport Hughes Brothers and G.R. Adams, Inc. have performed a number of underground storage tank removaland replacements for the airport over the last several Fears. Additional work is required this scanner to remove and replace a number of fuel storage tanks for the boilers at the domestic and International terminale. These tanks are located in sensitive areas adjacent to the terminal buildings and space used by our tenants. Aa a result, it is essential that the work be done in a timely and coordinated fashion. To date, the airport has bean extremely pleased with the work of Hughes Brothers and G.R. Adams, Inc. As a result, upon completion of preliminary design work by our architects, Woodard and Curran, Hughes Brother was requested to provide a proposal for performing this work. Our architect submitted an estimate for the work at $168,450. Hughes Brothers submitted a price of $153,050. The total amount of the contract with Hughes Brothers to date Is $381,318. The possibility of having this work completed by change order was discussed with the Finance Committee at its last meeting. The committee concurred with recommendation of airport management that the change order be approved so that work can commmence and be completed in a timely and coordinated fashion. Given the size of the change order, it is presented to the full Council for its comurreme. u3a.:WIXOMnrel_ Manager's Commmantss I concur and reocamend approval. Order, Letter from Richard S. R. Adams Inc. have performed the previous underground storage tank removal and replacements for the Airport during the past few years. The last of the Current contract work, the removal of the gasoline tanks at the service station on Maine Ave, is scheduled to be accomplished this summer. The additional work that needs to be accomplished this summer is the removal and replacement of the fuel storage tanks for the boilers at the domestic and international terminals. The design has been completed by Woodard and Curran and has been reviewed by you and your staff. Woodard and Curran has also provided an estimate of 8187,450.00 for the cost of the project. We have a good experience base from the previous work at the airport so we can be confident with the accuracy of the estimate. pursuant to our request Hughes &others submitted a proposal for the project if performed as a change order to the existing contract. Their proposal was for 9153,050.00. A comparison of their proposal to Woodard and Curran's estimate and associated discussion is in the June 5, 1995 letter attached from Brent Bridges to myself. In as much as we have had an excellent experience with the contractors in their performance of the previous aimed current contracts, and: in as much as this project is in a high traffic area and requires an accurate and efficient performance of the removal and installation, and; in as much as the proposal by the contractor is approximately 10% below the adjusted estimate of cost; it is the recommendation of Woodard and Curran and myself that we issue a change order to the existing contract to perform the work. If it is decided that we should proceed in this manner the contractor is available to begin at your convenience. If you have any questions please give me a call Yours truly, Richard S. BIA Domestic& International Anivals Terminal Tanks MUM We have received and reviewed the Hughes Brothers estimate for the tank removal, abandonment, and replacement at the Domestic and International Arrivals Terminals at Bangor International Airport. The total cost of thepmject submitted by Hughes Brothers is $153,050.0s) The estimated unit prices are within our expectations baud on the estimate of $187,450.00 that we had given to you previously. Total costs were based on thequantities in the Bid Tab, except for Item 6, Removal and disposal of N2 fuel oil or diesel fuel sludge in underground tanks. It was assumed during design that the contents of the existing tanks would have to be removed and disposed of. At the fine of design, all Links were nearly full and the estimated quantity for disposal was 21,000 gallons. In order to save money and avoid waste, theop6r11a1 solution Is fM Bl to r ove as much fuel w they cart from [M tanks prior to the start of Ibis project leaving a small residual to be pumped out and disposed of. The estimate from Hughes Brothers anticipates this situation and the quantity of fuel has been changed from 21,000 gallons to 2,000 gallons in their bid and should be modified in our estimate as well. That change would reduce our estimate down to $168,450.00: Please let us know if this solution is feasible for BNA. Ideally, Hughes Brothers would like to scan as early as rest week and dig safe and needs 72 hour notice. If you have any questions, please let me know M Very holy yours, WOODARD&Cf1RRAN Bridges, P A soci ns . »Mc ONE MERCHANTS PLAZA •BANGOR, MAINE 04401 •207 945-5105
