Date: .July 24, 1995
Item No. 95-341
Item/Subject: Order, Proposing Amendment to the Bangor City Charter, Article
II, Section 2 -- Composition, Election, Tenure of Office, etc.
Responsible Departeent: City Council
The attached Charter Aeendeent would replace the correct two consecutive tare
linitation on membership on the City Council with a 12 -year lifetime limit.
After an individual has served for 12 complete years on the Council, that
individual would no longer be eligible to be elected to the City Council in
any subsequent election.
This recounanded change has come forward from the City Council's Charter
Counittee. It is closely related to a second proposed charter amendment
which mold place a similar 12 -year lifetime limit an membership on the
Superintending School Committee.
Manager's Comments
As noted, this change has been recommended by the Council's Charter
Committee. I anticipate there will be some discussion on this item, and we
plan to schedule a workshop prior to the City Council meeting to revlew It.
Should the Council wish to proceed, a public hearing on this amendeent must
be scheduled. I would recommend that the hearing beset for the August 91
1995, meeting. Please also note that a second proposed Charter Amendment,
which would delete the existing tete limits for City Council members in their
entirety, also appears on this agenda as a carry -forward item.
