Many are elderly or persons living on limited moomes mud the east of such a move represents a substantial and unexpected financial burden. Mary would qualify fn financial resistance under the City Community Development Residential Rehabilitation Loan Program which provides financial assistance for residential improvements to low- erWmodmateincomepersons. This Resolve, if approved, would also allow the provision of loan fiords for the vests mvolvad in moving and reestablishing the mobile homes being displaced. Presently all Community Development loans are approved by the Community and t o mmic Development Commodore. This Resolve would also permit administrative approval of loans for this situation in amounts not to exceed$3,000. Thisappmvalwouldexpediterim approval utensil lomrequests and fimmlommonofthe mobile homes involved, and would enable the Community Development staff to more quickly respond to the numerous Iom requests expected in addition to the normal loan workload. RBSOLVBD, WHEREAS, some residents of the Queen City Mobile Home Park have received notice that a portion of the park will be dosed and that they will be required to relocate their mobile homes; and WHEREAS, many of Nose who are so notified are elderly or live on fixed incomes and the no ice to relocate represents a serious emotional and financial disruption in their lives; and WHEREAS, the City of Bangor, recognizing the high level of concern and anxiety that is being experienced by Nose receiving the notice, wishes to be As helpful as possible;and WHEREAS, the Community Development Division is receiving requests for financial assistance from Nose being displaced to provide for financing of the expenses involved in moving their mobile homes; and WHEREAS, there are approximately 80 mobile home owners who may be eligible for assistance under the guidelines of the Community Development Residential Rehabilitation Loan Program who require assistance in a relatively short period of time; and WHEREAS, the majority of the loan amounts needed for such purposes are not expected' to exceed $3,000; and WHEREAS, authorbung administrative approval of loan amounts not to exceed $3,000 would facilitate the staffg ability In respond to loan requests in addition to the around workload in a more timely manner NOW, THEREFORE, BE IT RESOLVED, THAT the Director of Community Development is hereby authorized to approve loan applications from owners of mobile homes being displaced from the Queen City Mobile Home Park W to provide for the moving their 95-317 mobile homes, reestablishing the mobile home in a new location, and making necessary repairs to the mobile homes provide this - I. The mobile home relocation is mecessltated by a notice to vacate. 2. The owner of the mobile home is mk eligible recipient of a Community Development Residential Rehabilitation Loan Program loan and meels the eligibility guidelines of the Program. 3. The loan amoral not exceed$3,000, or other such amount as may he approved by the Community and Boonomie Development Committee. 4. The mobile home will be relocated not more than 15 miles from dse City limits of Bangor. 5. The relocation ofthe mobile is feasible and any code deficiencies will be connected as a result of the loan. 6. Loan amounts may include the reasonable cost of moving the mobile home, establishing the mobile home in a new location, making necessary repairs to the mobile homes, and securing all necessary approval and permits for locating the mobile home in its new location. 7.
