Meeting convened at 5:05 p.m.
1. Executive Session: 2 Workers' Compensation Settlements
2. Executive Session: 3 Poverty Abatement Requests
The Finance Committee considered three hardship abatement requests. Pursuant to their
• decision, the following steps were taken:
Benjamin Raymond, 485 Finson Road, RE#59423. The abatement of 1998 taxes was
denied. It is, however, the recommendation of the Committee to waive foreclosure,
should this go to lien in June of 1998.
Ann Mary Chesnes, 47 Market Street, RE#51904. Ms. Chesnes has applied for
assistance under the state circuit breaker program. When(and if) she receives this
assistance, she will pay that amount toward her 1998 taxes, and the balance of her taxes
will be abated.
Joanne Oxley, 1404/08 Hammond Street, RE#18251. Abatement denied. No further
action taken.
3. Bulldozer Replacement - Motor Pool
The current dozer used by the Motor Pool is a 1982 machine and it is felt it should be
traded while it still has a trade value of$20,000. If the machine is kept for another 5
years, it will have a trade value of$10,000 and during the 5 years $34,000 to $40,000 will
be put into it for repairs. A new dozer is approximately $60,000 and the trade in will be
approximately $20,000 so the net trade difference will be approximately $40,000. Randy
Mace suggests a lease-purchase of a new dozer for approximately $6,000 per year on a 6
• year agreement. At the end of the agreement, the City will own the dozer. This was not
budgeted for in FY98, but is the result of attempts to formulate an equipment replacement

• policy that allows the City to maximize its equipment investments, by trading out of
equipment before it has only scrap value and has to be disposed of. The Committee
approved staff looking into the purchase of a dozer.
4. Bids:
a. Automotive Filters (City Wide)
N.H. Bragg& Son, Inc. of Bangor
This is a three year contract and the recommendation is to award to N.H.
Bragg& Sons, Inc., the low bidder. The previous contract was with
Steego. Prices for the new contract are about 7%higher than previously,
because Steego was bought out. Approved.
b. Trash Liners (City Wide)
Dennis Paper Company of Bangor($9,574.66 annual estimate)
Recommendation is to award to Dennis Paper, the low bidder. There is a
switch to a high density bag. Eight of the ten trash liners are new items to
this contract so there is no price comparison from last year. Prices for the
two liners that are the same are 9% lower than last year. Approved.
c. Disposable Paper Products (City Wide)
• Dennis Paper Company of Bangor($22,330,31 annual estimate)
Recommendation is to award to Dennis Paper, the low bidder. The
previous paper contract was split between Dennis Paper, Reed Distributors
and Unisource. Prices for the new contract are approximately 11% lower
than the previous contract. Approved.
d. Office Supplies(City Wide)
Boise Cascade of Portland ($11,964.87 annual estimate)
Recommendation to award contract to Boise Cascade, the most
competitive bidder. The discount for items not listed on the contract is
38%. Prices for the new contract are about 4% higher than the previous
contract and the discount for off contract items is the same as last year.
Approved.
e. 6 Central Street Roof Replacement (Community Development)
Mid-State Contractors of Eddington($64,975.00)
Recommendation to award to Mid-State Contractors of Eddington, the low
bidder. Approved.

• f. Installation of Adjustable Frequency Drive(Wastewater Treatment Plant)
Stultz Electric Motor Systems of Westbrook($16,643.00)
Recommendation to award the contract to Stultz Electric Motor Systems
of Westbrook, the low bidder. This is part of the upgrade at the plant.
Approved.
g. Telephone System(Motor Pool Department)
Eastern Maine Communications of Brewer($8,354.00)
Recommendation is to purchase the new telephone system from Eastern
Maine Communications of Brewer, the most competitive bidder.
Approved.
h. Portable Flooring-Bangor Auditorium (Bass Park)
Championship Sports Flooring, Inc. of Limestone ($55,288.00)
Recommendation is to purchase portable flooring from Championship
Sports Flooring, Inc. of Limestone, the low bidder. Championship made
the floor that is there now. The current floor has been there since 1955.
Approved.
• 5. Uniform Change Request - Police Department
Don Winslow explained that one issue employees from the police department have been
working on is a uniform change. This Committee recommended that up to $30,000 of
forfeiture funds be used to supplement the clothing account. This Committee looked at
several options, talked to vendors, and had members wear test several different styles.
The committee recommends that the department maintain two uniforms; a "class A"
(dress) uniform to be worn for special occasions, and a "class B" uniform for day to day
operations. In order to supply each officer with one "class A" uniform (with 2 shirts) and
three class B uniforms(with 4 shirts) the estimated cost is $28,000. There is currently
$11,000 in the budget for pants and shirts. $17,000 would be needed from the forfeiture
account. The remaining $13,000 would be used to provide new hats and additional
uniforms depending on an officer's specific needs. The Committee gave approval for
staff to continue with this purchase.
6. Pickup Truck Replacement- Parks and Recreation
The four wheel truck that Parks and Recreation uses has rusted to the point that it is
unsafe to be on the road. Because of the heavy duty work load that this truck has for a
duty cycle, Randy Mace is requesting a purchase of a late model four wheel drive plow
truck to take the place of this truck. The request is for $15,000 be appropriated from the
• equipment reserve account to use for this purchase. The Committee approved $15,000 for
purchase of truck.
