Commentary:
Three bids were received for the purchase of a runway sweeper and the bids ranged from $99,700.00 to
$1I2,T62.00(see attached tabulation). The low bid was received from Casey& Dupuis Equipment
Corp. of Watertown, hdA mad the base bid was approximately 20% below the engineers cathode of
$106,500.00.
The sweeper is being purchased under the Airport's AIT -19 project which carried a budget of
$100,000.001ortheequipmenc Through an agreement approved by the FAAihe Airport will purchase
an alternate cab over demo unit for the lowbid amount of $99,700.00 plus $1,1509.00 for throe options
- see Casey & DuPrds imer dated May 17, 1995. The total recommended purchase of $1A0,850.00 is
severed in the "49 budget as follows:

This project is being funded with 90% Federal, 5% State and 5°/a Airport finds.
All bids were reviewed by the Airport's wnsuitant engineer Hoyle, Tanner & Associates end were
found to be hiorder. The qualifications of the low bidder, Casey & Dupuis, are lmown by the airport
consultam and they are considered to be well qualified to supply the equipment- sce attached letter
from Hoyle, Teener & Associates.
This contract award is cmmingent upon approval "a FAA ant the Maine Depahv

Dear Bob:
As you are aware, the bids for the above referenced project were opened at 2:00 p.m. an March
22,1995. This letter is to advise you of our findings and to indicate our recommendations for the
Award of Contract.
Three (3) bid proposals were received as follows:

Casey S Dupuis submitted the lowest bid. Their bid farm is in order, duly signed by the CEO of
Me Corporation and a impressed with Meir Corporate Seal. Their bid is three hundred dallare
($300.00) lower Man Me budgeted amount indicated! in Me City's P2 Applles5on for Federal
Assistance.
Based upon our analysis of Me bid, and our famillanty with the work done by Casey & Dupuis,
wel recommend awarding the contract to Casey & Dupuis Equipment Corporation in the amount
of their bid of $99,700.00, contingent upon the following:
A. Satisfactory execution of the condrad between Me City and Me Contractor.
B. Concurrence in Me award of the contract by the State of Maine DOT, Division of
Aeronautics, and Me Federal Aviation Administration.
C. Issuance of the AIP-19 Brent in a sufficient amount to Pond the project

Dear Bob:
This letter is whiten to summarize the process involved in awarding the contract for the
above referenced project to Casey & Dupuis Equipment Corp.
Bid opening for the project was March 22, 1995. Casey & Dupuis submitted the lowest
qualRed bk. The proposal documents included the description of a TYMCO 600BAH with a
conventional style chassis and cab. Following the bid opening Casey & Dupuis scheduled a
product demonstration at Bangor International Airport.
After the demonstration, Bob Jarvis called me inquiring about adding several features to the
machine they would be receiving that were included on the demonstrator model. These
included a deluge system, a washdown system, a rubber coaled blower and a cab over
chassis. As you are aware, we discussed these items and agreed the first three options
could be added. The additional cost was $1,150 which was induced in the grant amount.
It was also discussed that the FAA would not participate in the upgrade to a cab over
chassis because the original speoficaticn allowed either a cab over or a conventional cab.
The airport staff would have preferred a cob over design, however, did not feel they were in
the position to fund that upgrade safely out of their own pockets. Al this point, Casey &
Dupuis offered to Bangor the actual demonstrator model they had been shown, for the price
of their original bid plus the $1,150 previously discussed, for a revised total price of
$100,850.
The demonstrator model is a 1994 T MCO 600BAH with a CF7000 Cab Forward Chassis.
This machine meets or exceeds the requirements of the original specifications. The
demonstrator has less than 500 miles on the chassis and less than 50 hours on the
auxiliary engine. This use would be comparable to a normal break-in and testing period
prior to the acceptance of a piece of equipment such as this. In addition, Casey & Dupuis
will equip the sweeper with new brooms and the sweeper will cony a new vehicle warranty.

Based on our conversations on this sweeper. I have recommended to Bangor that they
award the contract to Casey & Dupuis for the purchase of the demonstrator model for the
price of $100,850.
