Recycling Ordinance

THAT
waEREAs, the goal of the Haire State waste management Agency is to
have each community recycle as much as possible; and
WHEREAS, the residential rubbish collection is offered to
approximately 7,600 residences in the City of Bangor which
generate over B,300 tone of NEW per year at an estimated
$48.80 per ton, representing a total tipping fee of
$405,040; and
WHERAS, reductions can only be achieved through the reduction of the
solid waste strewn by recycling and reuse; and
WHEREAS, the adoption of a mandatory recycling ordinance will provide
incentives to our residential rubbish collection users to
increase their participation in the City-wide recycling
program; and
WHEREAS, this will result in an increase in the City's recycling
revenues as Well as a decrease in tipping fees;
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF ME CITY OF
RANOOR, THAT the City manager prepare for Council
consideration and potential adoption a mandatory recycling
ordinance. This ordinance shall be presented to the Council
on or before its regularly scheduled meeting of October 91
1995, for first reading and referral to c®ittee.

Be it ordained by the City CoutsU of City ofBanyor, as fodmw:
WHEREAS, the goal of the Maine State Waste Management Agency is to

WHEREAS, the residential rubbish collection is offered to
approximately 7,600 residences in the City of Bangor which
generate over 8,300 tons of NEW per Year at an
estimated
$48.80 per ton, representing at total tipping fee of
$405,040; and
WHEREAS, reductions can only be achieved through the reduction of the
solid waste stream by recycling and reuse; and
wSEREAt, the adoption of a mandatory recycling ordinance will provide
incentives to our residential rubbish collection users to
increase their participation in the City-wide recycling
program; and
WHEREAS, this will result in an increase in the City's recycling
revenue as well as a decrease in tipping fees;
NOW, THEREFORE, NN IT ORDERED BY THE CITY COUNCIL OF THE CITY OF
BANGOR, THAT the City Manager prepare for Council
consideration and potential adoption an issues paper
outlining the positive and negative elements of adopting a
mandatory recycling ordinance. This issues paper along with
a draft ordinance, shall be presented to the Recycling
Committee at Its meeting in October and shall be presented
to the City Council on or before its regularly scheduled
meeting of November 6, 1995.

THAT
WHEREAS, the goal of the Maine State Waste management Agency is
to have each community recycle as much as possible; and
WHEREAS, the residential rubbish collection is offered to
approximately 7,600 residences in the City of Bangor -
,generating over 8,300 tons of MSW per year at an
estimated $48.80 Par ton for a total tipping fee of
$405,040; and
WHEREAS, reductions can only be achieved through the reduction
of the solid waste stream through reduction, reuse or
recycling; and
WHEREAS, in cities where the bag fee has been initiated there
has been an immellate increase (30%) in recycling
volumes and a corresponding drop in NEW; and
WHEREAS, this will result in an increase in the City's recycling
revenues, and a decrease in the tipping fees and a
Possible savings in contract collection if the sixth
route is eliminated;
NOW, THEREFORE, BE IT HEREBY ORDERED, THAT the City Manager draft
a Position paper outlining the pros and cone of
establishing a per bag charge for residential rubbish
collection and the adoption of a mandatory recycling
ordinance by September 1, 1995 and the City Council
hold a public workshop on the same by September 15,
1995.
