Commentary:
As you are aware, the City is obligated under the Consent Decree with EPA ad
DEP to annually undertake combined sewer overflow projects as outlined in the
°Combined Sewer Overflow Facilities Play" implemevtazion schodule. Attached is
a briefoudine of the FY96 CSO pregmen for new projects together with a copy of
the Consent Decree Compliance Schedule Also to be undertaken during FY%
are two carryover projectspreviously approved last year: Upgrade of the
Treatment Plant to provide additional Capacity to treat storm water, mW Phase B
of the Davis Brook Connecting Pipe Project. With ravcvrtevce with the
regulatory ageneses, these projects were postponed to allow sufficient time to fully
assess plant performance and to integrate with design of the Davis Brook Storage
Facility, respectively. Ibis Council Order formally adopts the M6 plan. As has

Phase I Railroad Street Sewer Replacement
This project replaces a 2l"concrete sewer pipe with a 30' ductile iron sewer pipe

in the same location on Reduced Street. The intent of the project is to provide

approximately 630 feet of30" ductile von sewer pipe, two new manhole
structures, modification of two other structures, and associated groundwork, at a
total most estimated at $173,000.00.
Phase R Reduced Street Track Crossiog/Regulator Replacement
This project continues the Railroad Street sewer project with a track crossing and
a replacement ofthe sluice gateregulatoron Front Street Thispordonofthc
projem was placed in a later phase than the above projem to allow time to deal
with Railroad regulations and to appropriately design the new, regulator facility.

Wounvatter Treatment Plant Expansion to 43 MGD
The CSO Facilities Plm4 in concurrence with the Federal Cleea Water Am, Calls
for mercerizing flow to the traatme d plat in order to abate combined sewer
overflow discharges. Plat staff has baa conducting wet weather weNuimats to
determine the most cost effective method of dealing with high flOWs during �o
raiNdVsmowmelt events. Sewer capacity to the plat is estimated at 43 million fvN 1
gallons per day (MGM while the short term was weather capacity of the
secondary treatment plant is 30 MGD.
The curtem plan is to provide primary turnaround only kr the 13 MGD flow that
exceeds the 30 MGD capacity of the secondary treatment process. This will be
accomplisheri isolating one of the primary treatment tanks by appropriately
designed gaze Am rmas. Related pumps, disinfection, and control systems are
included. Estimated cost at this time is $244,800.00.

NEW PROJECTS
Union Street AMa SewLr Se Con Prefect
The Union Street Area Sewer Separation Project will separate a large portion of
the combined sewer system which presently contributes flow to both the
Fourteenth Street and Cemetery Sewer sub -areas. The p riser wif eensims ofthe
installation of new sanitary sewers and some drains in Union Street from Eddyway
Street to Thomas Hill Road and Thirteenth Street from Union Street to Rutland
Street. New sanitary sewers will also be installed in portions of Cottage, May,
Jackson. Frances, and Russell Streets and all of Manners Avenue and Rutland
Somas. The existing combined sewers serving Fourteenth and Eddyway Streets
will be connected to the new system pending dome; separation projects. Pipe
sties will range from S inch to 24 inch sanitary sewers and 10 inch to 30 inch
storm drains. The total cost of the project is estimated to be $1,320,000.00,
Fremont Stuart Sewer SEIMMOOR Pro ect
This project, includes the conshuction of approximately 800 LF of new sanitary
sewer, 385 LF ofanmtary sewer service connections, and 460U of new storm
sewer and will separate storm and svtitety sewer flows in Fremont Street, Dayton
Street and Tyler Avemses. In order for the seperete storm sewers to function
property, portions of these sheets will be regraded. Because of the amount of
trench work required, portions of these streets will be repaved for their full width.
Cost is estimated at $245,000.00.
Poplar Street Sewer SevamilOn
This project is the fifth phase ofthe Arctic Brook sewer separation which has the
ultimate goal of elimination of combined sewer overflows in the Arctic Brook
drainage area. TMs project consists of approximately 234 feet of 18" storm drain
between Poplar Sued and the recently completed project on Earle Avenue, and
approximately 900 feet of 8" and 10" sanitary, sewer and 122 feet of storm sewer
on Poplar Street. Cost is estimated at $240,500.00.
Hammond StreConnecting Pive Reolncement
This project will abate combined sewer over lows into the Kevduskeag Stream by
replacing an existing 7A" sanitary sewer pipe with approximately 135 LF of 42"
RCp and approximately 90 LF of existing 42" pipe with 53" X 83"vertical
elliptical RCP. Work will include the construction of two new structures and
extensive modification ofmo existing stmcmres. An existing 15" storm sewer
will be diverted from the existing combined sewer to the Keaduskeag Stream
Cos[ is estimated at $157,000.00.

Barkenville Connectins Pipe
The Barkersville CSO strocmre on lower Main Street behind Bangor Hydrds
garage collects to the Penobscot Interceptor with a 24" pipe. This project
upgrades the capacity of this line by replacing or supplementing the existing MA
conneming pipe. By increasing the capacity, more wet weather flow will be
treated, and less will be discharged as a combined sewer overflow.
Preliminary design is expected to commence in the fall of 1995. Conceptual stage
own is estimated at $250,000 00. - .
Prelimisa rvDesism
FY 1997 Sewer/Combined Sewer Overflow projects have not yet been established.
The CSO Facilities Plan calls for sewer separation projects in the Meadowbrook,
Arctic Brook, Fourteenth Street, and Cemetery drainage areas, all upgrading the
£Cenduskeag Pump Station to 28 MGD. The$153,000.00 budgeted for
preliminary Design allows the development of the concepts into designed projects
that will comply with the requirements of the Consent Decree between the City
and EPA.
IufdfnfioMnflow Reduction - Small Projects
This category of projects is to address small sections of sewer that are in need of
repair/replacwent to deal with blockages, deterioration, excessive leakage, or
insut£ciend capacity. At the current time, such work is anticipated in New
Capeham. $61,500.00 has been budgeted for this work.
