The City Council recently authorized a grant application to the Maine Waste
Management Agency for a Capital Investment Grant. We have recently been
notified that we have not been awarded any funds under this moat recent grant
cycle. in discussions with MWMA staff, we were informed that the bulk of
this cycle's funds were used to aid communities that were at or under a 17i
recycling rate and that the success of Bangor'a program made it difficult to
award any funds. Our recycling rate is at or over 309.
In further discussions, NNMA agreed to allow us to revise the original
Project budget from the last round of grants to take advantage of savings we
have achieved in purchasing capital equipment under that grant. This will
allow us to purchase a new glass crushing syatem to address problems
associated with our current handling methods. Please see the attached letter
for greater detail.
In addition, we have been approved to purchase a 5 -bay gravity recycling
trailer. This trailer would be used in various mobilehome parka and private
developments throughout the City on a rotating schedule to allow residents in
these areas to drop their materials off.
As noted, these grant amendments have been approved by the Maine Solid waste
Management Agency. The attached Order would authorize the Acting Finance
Director to amend the budget for that grant to allow us to proceed with the
purchase of these items.

Dear M. Harris:
The Bangor Recycling FWihly IS fast becoming a regional collection and processing, center for
the eastern part of Maine. The espavdon that has mken place during 1994 has truly been
ranarkable and has required plarmig and above ao else, the ability w ohmage processing
tecluvques to accommodate Larger volumes. The conveyor and fluffier that were recem(y mantled
and purchased through grant funds haw Increased productivity m all baling Weauons. We
continue to face one major problem. It U probably cone as no surprise that our problem
Continues TO be glass. In oder to correct this problem we are rcquestvb approval for a change in
the Project Budget for [be City of Bangor. The charges will affect several lime items f the
purpose of addressing two perpetualproblem arena.
1. Presently, the Bangor Facility is processing appropnately 120 tom of clear glass per
year. Green and brown glass are earned In 55 gallon drabs and have not been muketed m
the pas[ three years. The glass industry costumes to be inflexible regarding specs and
sorting regdiremevts are time consuming and labor inwmive.
The solution w our problon is to process glass moa economically. Recently, Everett
Hart and I Visited a Recycling Carta in Williston Vermont Om goal wee To evaluate a
glass crusting system that had recently been installed and an determine if such a system
would be feasible for Bangor. The Glass Coshing System we examined creature; of a
conveyor feed, plass manner and trommel. The system baba boNs area 3/8" eager that is
free of any contamination. Hand sorting is completely eliminated and brown, green and
clear glass are processed together. The unit is capable of processing 3-4 tons of glass per
hour. The fru( producer, 3/8" cullet IS a material that IS excellent for Glassphalt and can be
used as art aggregate in pipe, catch balm and culvert work. The cullet material Could be
wit to replace large quaturm" of 3/4" stone that is presently being purchased. Cost
savings would be substantial and problems associated with glass swage world be
eliminated The only problem associated with glass cullet used in glassptalt or as an
aggregate is that the product would be considered secondary weycl'vag. We world hope
that the regional effort the has succeeded so well in Bangor would not be pemlired by
tmmurg glass; mw something that can be economically used In a variety of contraction

The G1ss; Coshing System Bangor is consideringis made by G.E.W. Glass Systems. This
95-243
unit ensu $25,000. We are requesting that finds be utilized in separate line items of the
932-56 grant to pay for this needed equipment. For ewmple, 555,000 was awarded for the
purchase of platform scales, fluffer and conveyor. The fluffs and conveyor and scales
were purchased for 533,330. There will be an additional 522,000 wevaining in this
particular line item. The curbside collection trailer that bas been ordered cast approximately
$20,000. $25,000 was allocated ter the purchase. There is an additional 55,000 savings m
this lime item The chipperlabredder has also been ordered and costs 522,050. 523,750 was
awarded for the purchase. In this particular lime item there is a con savings of $1,100.
Total costs savings in, the three separation categories represents 529,100. The $25,000
needed fm the glass crusher system can be obtained from cast savings that have aheadv
been established.

'_. Pmt of our Reasonable Prowess plan addressed the need to pick up materials from
private development; such as mobile home parks, within the City lhrtits. There are
approximately 1,500 mobile homes in parks in the City of Banewr. The Reasonable
Progress Plan addressed the collection ofnoyclables from chose locations through the use
of a trailer. The curbside collection has gown to such a point that the trailer purchased in
this grant is udiisd daily and named be spared for the park collections. We are seeking
reallocation of some of the grant fiords to purchase an eight bay gravity dump trader an
place in these private developments ren a rotating schedule to bring the recycling program
to citizens who night not otherwise have the opportunity to participate.
