Authorizing Participation in the State of Mine .----------------------- __....._ GrourhMnagement Prog;am BY ztm City CoxnsO of Aw My ofBuagor: NBSOLVED, WHEREAS, the State of Maine has established a so-called "Growth Management Program" for all municipalities within the State under the provisions of Title 30-A, Chapter 187, Planning and Land Use Regulation, Subchapter VI; AND WHEREAS, the State Office of Community Development of the Department of Economic and Community Development has offered to provide grant funds to the City to assist in the preparation of a Comprehensive Plan which meets the requirements of the Growth Management Statute cited above and meets the State goals contained in that Statute; NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Bangor authorizes the City Manager, pursuant to Title 30-A, M.R.S.A., Section 5682, to accept State Planning Grant Funds of up to $60,000; to take the necessary actions to enter into a contract with the Maine Department of Economic and Community Development to receive such funds, and to disburse such funds to fulfill the requirements of the Comprehensive Planning and Land Use Regulation Act through contracting for services and materials as necessary. BE IT FURTHER RESOLVED THAT, the City Council of the City of Bangor hereby authorizes the appropriation of the necessary matching funds for the Growth Management Program not to exceed $20,000. - - STATEMENT OF FACT, The State's Growth Management Program is a 75% State, 258 local matching grant program. The City may use "matching" staff time on eligible Growth management Program costs and previous comprehensive planning expenditures to fund the local share. Maine Growth Navagameat Program. low .� 95-216 DATE May 2, 1995 TO: City Council PROM: Sohn Lord, Planning Officer SUBJECT: State Growth Management Law Grant It appears timely to provide some background on the Growth Management Law Grant being made available to the City from the State Department of Economic and Community Development. At the time that the City updated its Comprehensive Plan in 1990 State Growth Management Law Funds wer,e not available as the City was far down a priority ranking list developed by the State to spread out the grant monies over time (the prime criteria was a percentage of population increase and many communities i Southern Maine were experiencing very rapid growth in the 1980'x). The Comprehensive Plan Revision document approved by the City of Bangor indicated that there were areas which would have to be studied further to meet the basic requirements of the Growth Management Law and the Plan contemplates dealing with some. of these, primarily,resource at a later date when State funding becomes available. Following completion of these items, the City's Comprehensive Plan can be submitted to the State for certification" that it meats with the requirements of the comprehensive planning guidelines and State goals of the Growth Management Law. It has finally becomeourturn to receive funding and it is our intent to use these monies to fill in those areas where we do not have adequate information to deal with some of the Growth Management Law issues in 1990. Also, this provides us with an opportunity to review our Comprehensive Plan and do a five-year update.
