Responsible Department: Community and Economic Development
Commentary: An December 28, 1994, the City Council approved a Supplemental Appropriation and
Community Developmant Residential Rehabilitation Loan for the Park Woods bowing project in the amount of
$109,775 to pay for estimated costs associated with preparing the 60 units for community after three years of
vacancy. Costs were estimated for plumbing, heating electrical, handicapped access, and carpentry repairs.
Financing was is the form of a Community Development loan to Poe Park Woods project to be amortized at 3%
interest over 20 years. Loan payments will be made from rent revenue. Rent is paid for by tenants and/or the
Genual Assistance program, and/or the Shelter Plus Care Program.
An additional appropriation of $46,591 is now being requested for unexpected mats in excess of estimmes
at the time the project was transferred to the City. The majority of the weraticipated costs are associated with
plumbing, heating and watt damage rapture. The previously estimated cost to repair frown pipes, and bring the
boilers up to building code standards was $19,800. The Poll extant ofibe damage could not be assessed until each
building's plumbing and hem systems were toned at and tested. Wben this was dace, it was discovered that in five
buildings, the domestic plumbing pipes, and the hem systems, was frozen solid, including some pipes under slabs.
Many water became bad been drained, but the power was left on causing elements and thermostats to bum am and
require replacement. Because of the unexpected damage, the cos[ fa plumbing and hearing repairs routed $43,502.
General carpentry and repairs also exceeded estimates. The hearing and plumbing problems mentioned
above caused emensive damage to walls, radiate and parquet floors. Unanticipated costs also involved the cost
of low -Bow water saver facer wrawas and shower heads, the replacement of smoke detectors more than 12 years
old, and the installation oflockess; on the doors of each of the single mom occupancy, rooms. Unexpected problems
to discovered strong on a daily basis, most due to the hem and plumbing system freeze ups, and lack of use

RESOLVED.
WHEREAS, the City Council by passage of Council Resolve 95-53 on December 28, 1994
approved a Community Development Residential Rehabilitation Loan in the amount
of $10$775 for repairs and improvements at the Park Woods project; and
WHEREAS, a supplemental appropriation of the anticipated revenues and expenditures for
payment of expenses associated with the loan was approved in the amount of
$109,78; and
WHEREAS, an additional Community Development loan meant and appctinu onm the amount
of $75,498 is needed for costs of repairs and improvements not anticipated at the
time the Park Woods project was transferred to the City; and
WHEREAS, the funds will be administered by_tbe Community and Economic Development
Department for the necessary repairs and improvements;
NOW, THEREFORE, BE IT RESOLVED BY TH[E CITY COUNCIL OF THE CITY OF
BANGOR, THAT
An additional Conammdty, Development Residential Rehabilitation Loan amount of
$75,498 for repairs and improvements at the Park Woods project is hereby approved
bringing the total approved loan amount to $185,273; and
A supplemental appropriation of $75,498 is hereby approved; and
The Finance Director is authorized to establish such accounts as necessary for the
proper recording of revenues and expenditures associated with this loan and its
liability; and
This appropriation will continue until the purposes for which this loan is made are
either completed, amended or abandoned.

either completed, amended or abandoned.
