Many of you have contacted his conversing reports in me media about attempts to change the COPS
police hbmg gains horn their current umcmre, made directly to your agency, into a formula block grant
program administered by the Bureau oflunim Asschahm. This has led 0 a great deal ofcorduslon and
comem about how such a change might right his Office and COPS grants that have already been awarded. 1
as writing m reassure you ma[ we do trot expect the block grant proposal in Congress will have any effect on
any grant mother, been awarded tangier by the COPS Offmu Although we cannot predict the ultimate impact
of the Formal we are committed m continuing the direction taken so far, and to providing due level of
coast rervice that you have come m expect. We Won will advise You if ulthuray more are my substantive
changes to the COPS program.
COPS groats awarded this year are to be paid completely out of funds which were appropriated
to the COPS Office this funalyear. This includes the upcoming programs which the COPS Office will
mnouom this final year. Thus,wless Comports were to rescind hands appmpneted rah: year, Congressional
changes to the COPS propam — like the adaption of black Fant approach —would only affectthe ability of
the COPS Office to award and pay for pmts in mare fiscal years. There is currently no evidence of any
moral on the part of the. Congress to rescind COPS bends appmpnama for this f cal year.
It is also important to nate met many agencies receiving awards under ane of the COPS hiring grant
programs for this year received fewer than he total number of officers they requested. In the mai focal year
e expect to fund all reasonable requests for additional offices, and at this point we do not expect any
ambitions) spatial will be required. if the House or Senate Block Grant proposals were adopted, we would
be usable to proceed using mese existing gplioatlom, because under mese proposals there are no assurances
that my money would be apecifcally available for police hiring.
The COPS Office has enjoyed great success in helping law enforcement agencies across me country
increase the size oftheir force and expand community policing in the cities, towns and counties they sent. To
date, we have announced three-year Firm to nearly 11.000 local law commitment agencies, making is possible for
them to hire newly 17,000 new officers. This represents oignific rt progeu toward fulfilling President Clinton's
promise [o put 100,000 new community police officers on America's streets.

for this program. This will ensure that we have experienced officers who have
demonstrated a willingness to participate i Dmmunitypolicing.
We have addressed theof the'[ ns unity that have long -tam problems but we
continually have short-term problems appearing in different areas around the city.
We propose to use these officers to work. as a team which would be sent into the
areas with short-term problems. This team would work a flexible work week and
have ariety of patrolmethodsavailable (car, bike, foot, etc.). They would
work with the neighborhood and the regularly assigned beat officers to identify
