The Planning Board held a public hearing on the above -noted zone
change request at its regularly scheduled meeting of April 4, 1995.
Norman Minsky, Esq., representing the applicant, spoke in favor of
the proposed change. Sohn Rohman, MAC Architects, also spoke in
favor. No one spoke in opposition.
By a vote of 5 to 0 the Planning Board moved to recommend to the
City Council that the zone change request contained in C.O. S 95-
147 be approved.

THAT the zoning boundary lines as established by the Zoning Map of
the City of Bangor dated October 28, 1991, as amended, be hereby
further amended as follows:
By changing a parcel of land located at 201 Main Street (Tax Map
No. 42, Parcel 46) from Urban Service District to Downtown
Development District. Said parcel containing approximately 1.2
acres and being more particularly indicated on the map attached
hereto and made a part hereof.

a. GENERAL DESCRIPTION. Applicant requests a zone change from
Urban Service District (USD) to Downtown Development
District (DDD) for a 1.2 acre parcel located at 201 Main
Street.
b. LAND USE AND ZONING POLICY The proposed property is located
on the border of an area designated for DDD under the City's
Comprehensive Plan Zoning Policy Map. In fact, the line
delineating the DDD boundary runs through the center of the
property. Staff feels the proposed zone change to DDD is
consistent with the City's Comprehensive Plan for this area.
In addition, Staff feels that the uses allowed in the DDD
are consistent with existing uses in the area. _
C. URBAN SERVICES. The proposed parcel is well within the
Primary Service Area and is served with a full range of
public utilities and services•
d. EXISTING CONDITIONS. Currently, there is a 6,518 sq. ft.
bank facility located on this. site. The property is
.bordered by the Penobscot Theater to the northeast, by
multifamily residential uses to the northwest, by Davenport
Park to the southwest, and across the street by the
Waterworks (a furniture store) and the Bangor House to the
southeast. The zoning surrounding the property consists of
G & ISD to the northeast, M & 5D to the northwest, by P & 0
to the southwest and by GC & 5 and DDD to the southeast.
e. DECISION CRITERIA. Staff feels the proposed zone change is
consistent with the City's Comprehensive Plan and that the
existing bank use is consistent with the uses permitted in
the DDD and with the commercial uses in the area. Staff
would recommend that the Planning Board recommend the
proposed sone change to the City Council.
