Commentary:
US Department of Housing and Urban Development regulations require local
governments adopt a citizen participation plan as part of the consolidated
planning and application process for Community Development Block Grant funds
(CUES). The proposed Citizen Participation Plan sets forth the City's
policies and .strategies to furbish citizens informationming the
m
amounts of funds available for proposed community development and housing
activities, the range of activities that may be undertaken, and afford
citizens an opportunity to review
and comment on the City's proposed use of
Community Development funds Band its performance in carrying out Community
Development funded activities.
The Community and Economic Development Committee is scheduled to hold a
public hearing on the proposed Citizen ParticipationPlan am ing at

WHEREAS, (be City Council of the City of Bangor wishes to provide citizens information
concerning me meant of Community Development Block Grant (CDBG) foods available
to the City for community development and housing activities and the mnge of activities that
may be undertaken with CDBG fonds; and
WHEREAS, the City Council desires to establish a policy to hold one or more public hearings to
obtain the views of citizens on community development and housing needs at such times and
places that will provide for hall participation by citizens in the community; and
WHEREAS, the City Council desires to establish a policy to develop and publish the City's
proposed application of objectives and activities in such amower to afford affected citizens
an opportunity an examine its contents and submit comment on the proposed application;
and
WHEREAS, the City Council desires to establish a policy to afford citizens an opportradty to review
and comment on the'City's pedonwnce modern the Community Development Program; and
WBEREAS, the City Council desires to establish a policy to make the fmal application available to
the public prior to its submission m the US Department of I Wusing and Urh m Development
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BANGOR, THAT the City of Bangor Community Development Citiuu Participation Plan,
a copy of which is attached harem, is hereby adopted.

CITY OF BANGOR
COMMUNITY DEVELOPMENT CMZEN PARTICIPATION PLAN
1. The City of Bangor, through the Community Development Director and the
Community and Economic Development Committee of the City Council of We City of Bangor,
shall, prior to de adaption and submission of the Consolidated Plan W the Department of Housing
and Urban Development for Community Development (HUD) in anticipation of Community
Development funds under Title I of the Housing and Community Development Act of I974, as
amended, hold a minimum of two public hearings at which Were shall be presented to the
residents of Bangor adequate information concerning the amount of foods anticipated W be
available (including gait foods and program income) for community development and housing
activities, and the range of activities that may be undertaken, including the amount that will
benefit persons of low- and moderate -income, plans W minimize displacement of persons and W
assist any person displaced, specify the types and levels of assistance the City will make available
a minim others to make available W persons displaced even if no displacemerrt is expected, and
W stare when end how due City will make Wes information available, sad shall notify citizens of
the availability of the Consolidated Plan as adopted, any amendromus, and its performance report
as these documents are developed, to afford cautious a reasonable oppormaety W examine their
contents. The public hearings will provide opportunities for groups arta individuals with interest
in the community development Program W express their opinions regarding priority non -housing
community development and housing reeds, and W support, object to or comment on proposed
community development and housing activities. A notice of each such public hearing shall be
published at least 10 days prior W the date of the bearing N the nonfood section of a newspaper
of general circulation in the City of Bangor. Such notice shall indicate rhe date, time, place and
procedures of the bearing and topics W be considered sufficient W permit informed customers. The
public hearings will be held during different stages of the program year and at least one public
hearing shall be held before the proposed Consolidated Plan is published fa comment.
2. Public hearings to obtain citizen views shall be scheduled at times and locations
which permit broad participation, particularly by low -and moderate -Income persons and residents
of neighborhoods and areas in which Consolidated Plan activities are being proposed. Due W its
cevtralizN location in relationship W the older and lower income neighborhoods of the City and
its accessibility to persons with disabilities, such public hearings will be held in the City Hall
Council Chambers at 73 Harlow Street commeocing between the hours of 4:30 P.M. and 8:30
P.M. on weekday evenings unless a determination is made by dna City Council, Community and
Economic Development Committee, City Manager, or Community Development Director, that
other locations or times are more appropriate anti would allow greater citizen participation.

3. Full public access to Community Development Program information and records,
including this Citizen Participation Plan, the Consolidated Plan, amendments and performance
reports and the City of Bangor's use of assistance under HUD programs covered by M CFR Part
91, including, but not limited m, CUBO, HOME, HOPWA, HOPE, low -Income Housing
Reservation, Supportive Housing, Shelter Plus Care and Single Room Occupancy, shall be
available during the normal operating hours of City Hall in the office of Ne Community
Development Director. Community Development Program information regarding activities
undertaken shill be prepared by the Community Development Director and made available to
residents and owners of properties in community development areas where comprehensive
activities are being uade adocar A Community Development Programs information brochure shall
be prepared by the Community Development Director aml made available at all public hearings
and in the Commonly Development Office in City Hall. Information on the some of Community
Development projects shall be prepared by the Community Development Director on a monthly
basis and shall be incorporated into the City of Bangor's monthly Project Tracking Repoli. Upon
request, these materials will be made available in a form accessible in persons with disabilities.
4. The Community Development Director shall respond in a timely and responsible
manner to every citirnn concern related m the Consolidated Plan, amendments and performance
repairs, which aresubmittedby citizens, particularly low- and modemm-income persons,
members of minority groups, and residents of blighted areas and neighborhoods where activities
are proposed or ongoing. Written answers N written concerns and grievances will be provided,
where practicable, within 15 working days.
5. Not less than 30 days prior to the Consolidated Plan or substantial amendments
being submitted to, the Department of Housing and Urban Development, a summary of the
proposed Consolidated Plan shall be published in one or more newspapers of general circulation
in Bangor and copies of Ne proposed pian in amendments shelf be made available for examination
at the Bangor Public Library, the Community Development Office at City Hall, and the Health
and Welfare Deparmxnt office on Texas Avenue. The published summary shall describe the
contents and purpose of the Consolidated Plan and indicate the locations where the entire plan is
available for examination. The City will provide a reasonable number of fine copies of the plan
to citizens and groups upon request. During the 30Eay period following the publication of the
plan summary, commence will be received and considered, from citizens, groups representing
citiutvs and other interested partes, on the proposed plan, anendmevta and reports which are to
be submitted N HUD.
6. The Community Development Director shall provide, upon request, technical
assistance to groups and representatives of persons of low- and modvme-income. Such technical
assistance sball be limited to the provision of information, the preparation and communication of
concerns, grievances, suggestions and program eligible proposals for Waiting assistance regarding

the Community Development Program of the City of Bangor, and assisting groups or individuals
with spial weds or disabilities W become informed about de Community Development Program
and to effectively participate in citizen participation opportunities.
7. When notified, at least five days in advance, that non- English spealtiag residents
are phroung to attend a properly notified public hearing, the Community Development Director
shall use his best effons to arrange for an appropriate translator W attend the public hearing to
provide translation services. Should a translator not be available for the public hearing, the
Director shall use his best efforts to obmin a hanslmed transcript of the public hearing and furwsh
a copy of the translation to non-English attendees. Translations will also be sought for any
non-English communications received by the City relative to its Community Development
Program. All responses to such conummicatioas will be appropriately translated.
8. SWbso mial changes to the planted or actual activities, as armed in the Consolidated
Plan, will necessitate an amendment to that plan. Adoption of Plan amendments shall conform
to the same citizen participation requirements as applied to the adoption of the original plan.

contained in the originally approved plan beyond the end of the program year addressed by the
original plan when such postponement is amicipamd to decrease the benefit expected to be
received by citizens, or create or increase any negative impact, (4) a budgetary change in any
activity of more than 35 % from that contained in the originally approved plan when that change
is anticipated W decrease the level of bereft or create or increase any negative impact to be
received by citizens, (5) a change in the census tract location of any activity contained m Ne
originally approved plan when such change is anticipated to change the beneficiaries of that
activity or decrease the level of benefit or create or increase any negative impacts, and/or (6) a
change in the population group(s) targeted W receive benefits from an activity contained in the
originally approved plan when such change is anticipated to reduce the bencfit W the originally
targeted populauons.
9. The City of Bangor shall consider any comments or views of citizens received in
writing, or orally at the public hearings, in preparation of the final Consolidated Plan,
amendments N Ne plan, or performance reports. A summary of Nese comments and views, and
a summary of comments or views WE accepted and reasons therefor, shall be anacletl W the final
Consolidated Plan, amendments of the plan, or performance reports. A notice will be published
in a newspaper of general Intal circulation not less than 15 days prior W submission of

submission dam.
10. Prior to the adoption of fhis Citizen Participation Plan, and prior to the adoption
of any substantial amendments to this plan, citizens will be provided reasonable opportunity to
command at a public hearing. A notice of the scheduled public hearing sball be published in the
non legal section of a newspaper of general circulation in Bangor at least ten days prior m the
hearing. This phn will be availableat rhe public hearing w a t=tion accessible m persons with
disabilities. Upon prior request to the Community Development Director, arrangements will be
made for an oral presemation of this plan for a person with a sight dotingly, or for mail delivery
of the plan to a person unable to attend the public (rearing. Such persons) will be afforded a
reasonable opportunity to make comment on this plan.
11. The provisions of this Citizea Participation Plan whl be implemented upar its
approval, except my provision which may be fared m be contrary to HUD requirements or state
law.
