X SOLVED, WHEREAS, For many years, the Northern Conservatory of Music and the Performing arts and its supporters have been working to create a performing arts high school in the City Of Bangor; and WHEREAS, By City Council Resolve 93-122 adopted January 24, 1993, the City Council of the City.of Bangor endorsed the efforts of the Northern Conservatory to establish the "Maine School for the Performing Arts" at a location in downtown Bangor; and WHEREAS, In Chapter 706, Part B of the 1994 session laws, effective July 14, 1994, the 116th Legislature created a "Task Force on the Maine School of Visual and Performing Arca" to make recommendations regarding the establishment ofa school for the arts "to be located in the Greater Portland area"; and WHEREAS, Contrary to 6 Opinions, interest in the arts i6 alive and well in Maine in many locations well north of Portland; NOW, THEREFORE, by the City Council of the City of Bangor, be it RESOLVED, THAT the City Council Council of the City of Bangor hereby reaffirms its support for efforts of the Northern Conservatory of Music and the Performing Arts to establish the Maine School for the Performing Arts in the City of Bangor; and be it further RESOLVED, THAT the City Council of the City of Bangor hereby endorsee and supporta efforts currently underway in the Maine Legislature to revise and amend Chapter 706, Part B, of the 1994 session laws, so as to srequire consideration o£ the City of Bangor asarPotential site for the Maine School of Visual and Performing Arts, and a as to include additional members on the task force to representthe interests of the greater Bangor area and northern Maine. Eeliv eau SMH:coa 65830.GX9 Enclosure 95-110 Preti, Flaherty, Beliveau 6 Pachios Draft 1/3/95 An Act to Establish the Maine School of Science and Mathematics Be it enacted by the People of the State of Maine as follows: Part B, as enacted by Public Law Chapter 706 of 1994, is amended to read: Sec. B,-1. Task force; establishment. The Task Force on the Maine School of Visual and Performing Arte, referred to in this Part as the "task force," is established to develop a pian to implement a school for the arts in the greater Portland and greater Bangor areas to open in September of 1996. Sec. B-2. Task force; membership. In appointing members to the task force, the Governor shall give proper consideration to achieving statewide geographical representation and gender equity. The task force consists of the following BB -members, to be appointed by the Governor: 1. Bne"O members representing the Legislature; 2. one membei representing the State Board of Education; 3. BneTwo superintendents of schools; 4. onetme school principals; 5. one member each representing the Portland Museum of Art and the Budson Museum; 95-110 6. One member each representing the Portland Ballet Company and the Robinson Ballet Company; 7. One member each representing the Portland Symphony Orchestra and the Bangor Symphony; 8. One member each representing the Portland Stage Company, the Mad Horse Theater Company; or -the Young People's Theater Group in Brunswick; and the Penobscot Theater Company. 9. The Chancellor of the University of Maine System or the chancellor's designee; 10. One member representing the Maine Alliance for Arta Education; 11. One professional visual artist or professional musician; 12. One member representing the Portland and Bangor School Committees or a school board from the greater Portland and Bangor areas; 12. one member representing the Maine College of Art; 14. One member representing the greater Portland and Bangor business communityies; 15. One member representing the greater PortlandandBangor corporate communityies; 16. The Commissioner of Education; 17. One member representing the Maine Arts Commission; 18. one member representing Maine Public Broadcasting; and -2- 95-110 19. Three members representing the Maine Art Education Association. See. a-3. Appointments; meetings; chair; subcommittees. All appointments must be made no later than 30 days following the effective date of this Part. The tax forceshallselect a chair from among its members. when the appointment of the members is completed, the Governor shall call the first meeting within 30 days. The task force may form subcommittees within its membership to advise the task force on its assigned duties and other related issues. STATEMENT OF PACT This bill amends the law enacted in 1994 creating the Task Force on the Maine School of Visual and Performing Arts by including the Bangor area as a potential site for a school for the arts. This bill allows the Governor to appoint individuals from the greater Bangor area to provide the necessary geographical representation to assure that all views and locations are considered by the task force. 99993.GX5 ,5.1.: ant) tlm OQ 12/20/94 Bangor City Council Bangor City Hall Bangor,Me. 04401 Dear Council members; This letter is to request that you draft a resolution that includes the city of Bangor in Be amendment now being drafted by Sean Faircloth and Severin Beliveau to include the city of Bangor as an alternative site for the school designated in recently passed legislation,(S.P. 733-L.D. 1958,section "B"),which is exclusionary in nature. The Northern Conservatory's effort to establish the "Maine School for the Arts" here in downtown Bangor,(in the Freese building),could be greatly damaged if not thwarted,. should this magnet school, now a task force. called,"THe Maine School for the Visual and Performing Arts",sbould be- come a reality. Mr. Beliveau will lobby for this amendment to the bill such that Bangor is no longer excluded as it is in the existing bill. We hope you realize the urgency and that you will act to assist the Conservatory in its eight year long effort e thatBangor, not Portland becomes the home for this wonderful school. As per our phone -c esation yesterday concerning c request to the Bangor City Council that they adopt a resolution to support, (endorse), the legislation drafted by Severin Beliveac and sponsored by Sean Faircloth,(and now supported by at least 20 area legislators), at the very next council meeting, I believe that would be on Februa- ry 6th$please accept this letter asreminder minder to do so. One of the critical points in our development plan for the. Freese building,as outlined in my presentation on January 18th,is that this legislation, which includes the Bangor area as a possible site for the magnet school for the arts suggested by Governor McKernan ina bill signed on April 15th of 1994,(S.P. 733 -section B). (a copy of the rough draft of the legislation is includedrshculd be supported by the Bangor city Council publicly. Please help us place this request on the agenda for the next council meeting.
