Commentary:
The Planning Board held a public hearing on the above -noted zoning
amendment at its regularly scheduled meeting of February 21, 1995.
No one spoke in favor of or in opposition to the amendment.
The Planning Board voted 4 to 0 in favor of a motion to recommend
to the City Council that the zoning amendment contained inC.O. b
95-105 be approved.

THAT Chapter VIII, Article 3, Section 2 of the Laws and Ordinances
bf the City of Bangor be amended by deleting the-Couzzunity Service
Organisation" definition in its entirety and replacing it with the
following,
"Community Service Organization. A nonprofit charitable
institution, not tolnclude social clubs,, the primary
functions of which are serving the public health or social
welfare of the community, provided that the specific activity
which characterizes the primary use of such community service
organization use shall be similar in nature, intensity and
impact to other permitted uses, or if the community service
organization is a conditionalother permitted

Item No. 2: Amending the Land Development Code- Chapter VIII,
Article 3, Section 2 - Definitions - Community
Service Organization - City of Bangor - C.O. S 95-

a. The Planning Board will recall that the report to the City
Council recommended that the Community Service Organization
Definition be changed (in addition to removing this use from
the Neighborhood Service District). The basic concept
behind the definition change was to require community
service organization uses to be compatible with ether
Permitted and conditional uses in the zoning districts in
which the use was allowed.
b. The proposed definition does that by adding the language
which requires that "use
shall be similar in
nature, intensity and impact to other permitted uses, .
community service organization is a conditional use, other
permitted or conditional uses, in the zoning district in
which such use in contemplated.- This change in the
language of the definition should prevent obviously
conflicting activities from being initiated under the terms
of this use (which would not otherwise be allowed in the
zoning district in question ).
C. Staff would recommend that the Planning Board recommend the
revised definition for passage to the City Council.
