Commentary:
This is a grant application vade to HDO in response to a recently published
Notification of Funding Availability for $25.000.000 in homeless projects.
We are asking for $300,000 over
a three year period to fund a work
position, a half-time clerical position and various support services not
readily available In the community. A copy of the Executive Summery of the
proposal is attached for your information. This proposal was discussed with
the Municipal Operations Committee at their February ], 1995 meeting.

PARK WOODS
Transitional Housing Project of the City of Bangor
EXECUTIVE SUMMARY
The City of Bangor has taken ad>antage of a defense conversion situation, to establish a
Trmwidoml Housing project athree year project which will provide a coordinated, thorough and
systematic web of supports and resources, to support tenants on their journey to self-
sufficiency including pmmanenthousing. The Project will eventually provide housing for 26
lamily/households and 24 individuals.
Bangor area shelters provided over 12,000 bad nights In 1994, a shocking aggues.
The number of homeless is growing and without Impatient intervention May will sink Imothe
slough of dependency and deserts.
Some of the Services offered by the city are: Case management, housing subsidies
through a variety of sources, educetioNlreining/planning, child care assistance, transportation
asslsmnre, counsefing, and all the services avwlable directly through the City of Dan or.
Mammal and child health, Immunizations, the WC Program, HIV and STD tics ng, Chlldren's
Dental Services and lead screening W name afew. Coopemlmll agencies include: the Greater
Bangor Area Shettes the Community Health and Counselin Services, the Shaw House, the
Hope House, the Spaces Run, and prowlers of education o�irainin : University College, Training
and Development Corporation, Bangor Adult Education, to name a few.
Tenants of Park Woods are individuals and families whe are homeless or meet Me HUD
standard of homelsssness, who arevnlling M make a commisnentto selfsufficiency through
development of academic skills, personal development activities, job development, and
community involvement.
The municipally has made a commitment to: 1) bring Park Woods units to standards;
2) fund a Case manager position and a hatl-time cledcal position; 3) assume Me general
management of the units at Park Woofs, including Mose units used by other service agencies; 4)
provide d1mct services to pare woods tenants on a priority basis.
These costs were approved in duly constituted City Council actions, and are valued st

Other Service Aencies have made a commttment W provide their services on a pro
basis to the tents of Bay,
nark Woods, to enhance Me chances of success of Me Project. This
commitment is valued at $100,000. (3(y),000. Over three years)
Park Woods is requesting support from HUD for: t) A Caseworker position; 2) a
half-time clerical position; 3) purchase of transportation vouchers, day care vouchers,
counseling services and communityLuilding programming. The tocol requested from
HUD is $300,001 over three years.
The goal of the Park Woods project is: at the end of two years, the tenants will
have met their own goals for self-suffidlency, including permanent, unsubsidized
housing.
