Authorizing City Manager to Submit a Grant Application to the
Item/Subje= U.S. Environmental Protection Agency for Construction of a
Sludge Composting Facility

Commentary:
A workshop wasrecently held with the City Council to discuss construction of
a new sewage composting facility which would be eligible for grant
o Maine
funding from the U.S. EPA. The grant monies are available to only two
®unities (Bangor and Biddeford), for specific projects, and wouldcovet
55% of construction and development costs. The local share of 45£ would be
raised by issuance of bands. C112M-Bill recently completed a study to evaluate
various long-term options to dispose of Wastewater Treatment Plant sewage sludge.
That study indicates that with availability of grant funding, the lowest cost
solution appeara to be construction of e w City -owned sludge composting
facility. Me very preliminary Cost estimate for this facility is in the range
of $11 million, and would involve grant funding of $6 million from EPA.
Subsequent to the workshop, City staff has been refining the cast estimates
and evaluation of contracted alternatives, which will be presented in another
upcoming workshop with the Council. Last week, w notified by EPA that in
order to preserve eligibility for the grant funding, was imperative that a
grant application be submitted within the petit two weeks.The attached Order
is authorization to submit the grant application. EPA also requires submission
of evidence that the municipality will raise its local share before grant
funding is actually made available, and a separate Or is being QQQ��� pare

but is necessary if were to maintain eligibility for the funding. Another
Council workshop will be shortly to further discuss the revised cost
entimates and other sludge disposal alternatives.

TEAT WHEHE&S, the City of Bangor must develop a long-term solution
for the disposal of sewage sludge generated at the Wastewater Treatment
Facility; and
WHEREAS, composting of sewage sludge is a viable long -tam disposal
alternative; and
WHEREAS, grant funding 1e available from the O.S. Environmental
Protection Agency to cover 55% of the cost of developing a sludge
composting facility, up to a total grant amount of $6 million
NOW, THEREFORE, Be It
ORDERED, THAT the City Manager is hereby authorized and directed to
submit a grant application to the O.S. Environmental Protection Agency in
the amount of $6 million for the construction, of a sewage sludge Composting
facility.
