Subject: Prioritized Equipment Requisitions for 1994-95
Budgeted $300,875 - $110,000 (not choosing the one
year buy-back option on loader) _ $ 190,875.
For a complete explanation of the summary below,
please see the following pages.
In accordance with the new purchasing regulations dated
August 26, 1994, (copies attached) I have submitted a total
list of equipment requested to the Purchasing Department for
approval by the Finance Committee. Please note, however,
that this is the absolute minimum in equipment needs. It
should also be noted that some vendors are not giving the
standard municipal discounts and that some equipment prices
have gone up significantly.
The Motor Pool Equipment Reserve Account has a current
balance of $ 307,919.97.

Subject: Motor Pool Equipment Purchases
The Motor Pool has adopted a Total Quality approach to
purchasing new and alternate bid equipment for the City.
This approach affords everyone, that is connected with the
use & maintenance, the opportunity to have input in the
specifications. This team concept is an attempt by the Motor
Pool to involve management and labor in speccing highly
versatile, ergonomicly designed equipment that will enable
each department to have greater flexibility in performing its
function at the most reasonable cost. This is reflective of
the philosophy the Motor Pool has adopted in providing
maintenance for the city. It reads as follows:

To provide the best possible fleet maintenance service to
our customer departments. All services provided will be
done in a safe, efficient, cost effective manner to produce
quality work in a team atmosphere dedicated to excellence
and to pride in workmanship.
Our sign that is on the face of our building states it in
three words, SERVICE, PRIDE and WORKMANSHIP. By allowing our
employees a say in the day to day activities and getting than
involved in the decision making process that governs our
operation we have created ownership in their jobs.

I. Based on the maintenance figures over the 12 months dating
from February 1993 to February 1994, we recommended the
following purchases for the 1993-1994 budget year. In all
cases we worked closely with the Purchasing Department.

1. Four new police cruisers,....$62,150 $74,837 ($12,687)

These cruisers were specced out with the assistance of
the Bangor Police Department, Motor Pool Service
Manager, Police Mechanic, area Police Departments and
myself. With the concern for bloodborn pathogens,
Nese cars have been equipped with rear fiberglass
restraining seats designed to keep the detainee safe
while protecting the officers.
There are several key factors involved in the $3,000
increase in the cost of cruisers. First, dealers were
not making a reasonable profit on the cruiser lines so
they felt a price increase was warranted. Secondly,
what is very profitable right now is the pick-up line.

Manufactures can maximize profit on pick-ups, therefore
they increased the price on cruisers to decrease demand
to get than off the assembly line quicker so that they
can re -tool for pick-ups where there is a greater
demand and hefty profits. Accordingly, they moved back
the final date of order to January 8, 1995 and
shortened the production window lines for cruisers. At
this time the big three can't produce pick-ups fast
enough to meet demand so they can name their price.
When this budget was put together in February 1994 no
one anticipated a $3,209 increase in cruisers. Not
even the dealers.
Another factor to consider buying four instead of three
is that our cruisers average 4,500 to 5,500 miles per
month or 50 to 60,000 per year. In just two years
cruisers are over 100,000 miles on the odometer, but
have the wear and tear of close to 200,000 miles.

We currently have 8 ex -front line cruisers

Police Department that range from 100, t
miles. By the time July comes around we'll have 4 or
5 front line cruisers with well over 100,000 tough
miles. The four new cruisers will replace 710, 717,
718, and 719. These four will be cycled down to
detectives and four from detectives with the highest
miles with costs ranging from $23,000 to $35,000 will
be auctioned off. My reccomendation is that we go
with the low bidder, Bean a Conquest.
NOTE: Some of the following equipment does not come from one
vendor. Each piece is bought separately and then
either assembled at the Motor Pool or is shipped to a
chosen bidder for completion. Each numbered item
requires a separate specification from which the vendor
must follow. The specifications are set forth by the
M/P.

This unit was spec'd out by the Emergency Crew at
Public Works and personnel from the Motor Pool.
The new one ton will replace #258 (operating costs of
$16,000 for the past 12 months) as the emergency
truck. The emerency crew operates 24 hours a day,
7 days a week and requires a lot of lifting. One crew
member has been on workers' compensation for a back
problem, thus the lift. The truck will also double
during the construction season for transporting heavy
objects.
3. Four new 314 ton pick-up $
trucks .................. 48,000 $67,196 ($19,196)
The most important factors in budgeted vs actual
descrepancy is that I did not anticipate the demand
for pick-ups in August 1994 and that I placed too low
a figure for the purchase. Traditionally we have
gotten alternate bids that have saved us money. We
were not as fortunate this time.
These four new trucks will replace four badly worn
1/2 tons. The frames are cracked, the cab mounts are
rusted off so that the cab sits on the frame. Three
of these trucks are so badly rusted that they cannot
be salvaged and should not be inspected.
The Public works foremen are construction foremen.
There duties and responsibilities have increased over
the years and will be expanded further. They carry
anything from pipes and culvert to concrete basins to
sensitive tools such as transits and safety gear in
their trucks. The 1/2 tons have proven to be too
light to carry the workload thus the cracked and
broken frames and continuous repairs. We routinely
weld them at the Motor Pool.
I invited Bob Farrar to examine one of these vehicles
at the Motor Pool while we had it on the lift. He has
first hand knowledge of the shape these vehicles are
in.

This loader was purchased on a 5 year lease/purchase
with a buyback option for each year. This unit is
heavily used year round.
5. Two 185 cfm air compressors $20.,000 $20,298 ($298)
These two compressors are only replacing 2 that had
catastrophic failures. They were auctioned off in
June 1994 and Public Works has been renting two until
new ones come in.
6. One floor mounted hacksaw ... $3,500 $ 981 $2,5/5
This hacksaw will replace the one at the Motor Pool
that does not meet, and cannot meet, minimum OSHA
standards. It was a unit that was left behind by the
Air Force and is approximately 40 years old. Parts
are not available as it is no longer made
We decided to go with a smaller unit that will more
than meet our needs.
7. One 11• poly angle plow ..... $6,627 $4,900 $1,727
with trip edge
This plow is replacing a 23 year old plow that broke
in two from metal fatigue last year. It is under
continuous repair and will not hold up to the lightest
snow job. One drive cylinder is broken on the inside.
To replace it would cost $800 to $1,000, if we can
locate one. It is the only angle plow in the city and
of great importance to Public Works for use on one way
streets. For all practical purposes the city does not
have an angle plow at this time.

We went with the poly plow with trip edge for the
following reasons:
a. Safety factor
b. The poly, has a low co -efficiency
that does not allow snow to stick
to it. This is critical for an
angle plow.
c. The safety trip edge does 3 things
1. It protects the newly paved
roads and manhole covers
2. It minimizes plow and
equipment damage.
3. It is a much safer plow to
use for the driver.
8. DELETED one 3410008 front
end loader ..................$112,600 DELETED $ 2,600
$12,600 - $110,000 = $2,600
We anticipated revenues of $110,000 from the sale (buy
back) of the loader and 112,600 in expenditures for
the purchase. The budget should be amended by
eliminating the revenue from this action and reducing
expendatures by the same amount. This will net $2,600
in expenditures which can be used against this years
proposed purchases.
ADDITIONAL REQUEST BY ED BARRETT
9. In view of the problems we are experiencing this year
with snow removal on sidewalks, I believe we exercise
the option to buy the second Traoklese type tractors
for...................$47#309.
NOTE : There is a January 1, 1995 priceincrease of
approximately $5,000, but H.P.Fairfield will
honor last year's price.

This tractor was in the 93/94 budget but we were cut
from two to one.
