Bolduc, Bill Phillips, Kathy Guerin and guest speaker Sid Hazelton
Call To Order:
Councilor Aube called the meeting to order at 5:30 PM. Kathy Guerin asked if Sid Hazelton could
present his presentation on Hazardous Waste Clean up Days as agenda item # 1. Permission was
granted for Sid to be moved up on the agenda.
Hazardous Waste Cleanup Days
Sid Hazelton from Lewiston presented a report to the committee regarding Hazardous Waste
Cleanup Days that have been conducted in recent years. Comments follow:
The Hazardous Waste Cleanup days were set up in Lewiston because of Landfill licensing
requirements and the fact that people needed answers regarding what do with certain items.
Appointments were set up for all participants ahead of time via the telephone. Pre-reistraticn
forms were filled out and persons were scheduled for 15 minute intervals. The pre-reistration
requirements enabled planners to screen materials and to plan accordingly.
Large quantities of latex paint was received despite the tact that previous advertising explicitly
forbid latex paint.
Persons were required to remain in their cars at all times.
Pre planning of traffic flow is a necessity. •
The central collection point should be inside if possible.
Bids from Hazardous Waste Cleanup Contractors are usually based on a designated fee for a
participant. A participant's volume of hazardous waste is estimated at 10 gallons of solid or liquid
materials. The fee for participant is approximately $40.
Advertising is an important part of planning. Determine what is the best alternative early and use
various media coverage.
Waste oil, latex paint and antifreeze were taken out of the system and were not collected. Alternate -
sources for this material had been established, thereby saving money.

A minimum of 4 phones are needed to schedule appointments and to prescreen materials. In
Lewiston. 4 phones were kept busy for a 1 week period. Pre-registering only included 85% of all
time slots. The remaining 1590 of time slots were not filled in order to allow enough time for
persons who did not pre-register.

Common materials received were: gasoline. DDT. Oil base paint. waste oil. latex paint. and
pesticides.
Areas of concern are liability factors associated with volunteers, ceiling on volume limits and pre
screening of all hazardous waste materials.
Goals for Bangor are:
1. Develop a Hazardous Waste Cleanup Day that is less complicated.
2. Develop a swap day for paints.
3. Consider a regional approach to Hazardous Waste- sharing costs etc.
4. Consider a small pilot program with designated items.
5. Develop specific volume limits per participant.
6. Contact various Hazardous Waste Contractors and ask specific questions.
7. Consult with AVCOG

Reports:
Arthur Stockus provided a Recycling report. As of this date we are at 50.39% of the anticipate
revenues for recvclabies. Operating expenses are 590,916 to date. Recycling markets are slowly
rising. Newspaper remains at the same price, S26.O() per ton. Cardboard and plastic markets are
moving upward. Foreign markets do not appear to be a contributing tactor to the :ise in prices this
year. This is generally perceived as good news and will hopefully mean more stability in market
prices.
Enterprise Accounts:
Arthur explained that a meeting has been held with Ron Heller to discuss the possibility of
establishing, an Enterprise account for the Recycling Center.
