October 22, 1997
Members Present:
Arthur Stockus, Dick Stockford, Ray Bolduc, Bill Phillips, Bill Shook, Jerry Hughes.
Meeting Called To Order:
Dick Stockford called the meeting to order at 5:30 PM
Minutes:
A motion to accept the minutes from the August 27, 1997 meeting was presented by Dick
Stockford and seconded by Arthur Stockus. The committee accepted the minutes as written.
Recycling Report:
Arthur Stockus reported that the recycling center is processing approximately 300 tons of
recyclables on a monthly basis. To date, 38%, $26,000 of anticipated revenues for this fiscal year
have been received. Avoided costs for Bangor's 250 tons of recyclables total an additional
$13,000. Operating costs for the first quater total $45,000. Arthur further explained that the
processing center is working at a capacity of 80-90% and that any additional recycling tonnage
may require operating a second shift.
Recycling markets for fiber products are higher than last year with ONP at $31.00, OCC at
$81.00 and office paper at $71.00. Plastic is presently marketed at $286.00 per ton.
Recycling Education:
Committee members discussed several options regarding recycling education. Please note the
following list of ideas.
1) Public Service Announcements- Television and radio- Develop new contacts ASAP
2) News Letter- Continue to issue articles quarterly
3) Recycling flyers- To be placed in blue bins.
4) Have Bangor Beautiful investigate Recycling literature available through Keep America
Beautiful.
5) Issue bin certificates through the Welcome Wagon Campaign and track the participants.
6) Place educational flyers in day care centers.
7) Offering a prize for one or several recycling bins that are golden color coded.

Bangor School Recycling Participation
Arthur Stockus mentioned that Mr. Kochis from the school department could not be present for
the meeting. Arthur mentioned that in previous meetings, Mr. Kochis had suggested that recycling
issues could be addressed in some of the school newspapers on a monthly basis. All of the schools
publish newsletters with the majority being circulated on a monthly basis. All of the schools
indicated their willigness to participate in publishing recycling articles. A house to house survey of
the non recyclers was discussed with the possibility of using the SEED group from the highschool
to conduct the survey. Michelle Benoit will be contacted and invited to attend the next Bangor
Beautiful Meeting that is scheduled for Wednesday, November 26, 1997.
State Planning Office- Recycling Regulation Update and Review
Dick Stockford stated that this was as agenda item that Kathy Guerin was presently researching
and suggested that it be included on November's agenda.
