HomeMy WebLinkAbout1992-02-26 Recycling Committee Minutes • February 26, 1992 RECYCLING COMMITTEE MINUTES Committee Members present : Collene Dare Burns , Kathy Guerin, Jim Ring, Jane Saxl , Theresa Audibert , Bob Eslin, Gwethalyn Phillips Judy Vardamis and Arthur Stockus Guests : From Public Works; Jerry Hughes and Everett Hart , Bob Sparks representing Grant ' s Trash, and UMO students ; Tracy Farregossa and Linda Wood. The minutes of the December meeting were accepted as presented and placed on file. The recycling totals for December were reviewed: TYPE CURBSIDE' DROP-OFF Glass 9 . 64T Tin 7 . 59T News 29 . 17T 13 .OT The curbside program netted about 2. 32 tons per day with an average of 234 Stops per day. The promotional goals were discussed with Jane outlining the Bangor Beautiful contribution of the printing of 5 ,000 copies of the promotional packets with the recycling and Bangor Beautiful logos . It was moved and voted to accept the assistance offered. Jane also brought up the fact that Bangor Beautiful would undertake the printing of a composting brochure , which would become part of an educational program utilized by the Neighborhood Committee of Bangor Beautiful . Jane brought up the Flower Show and the recycling booth that would be introducing an interactive computer game being developed by a Husson College student . Jane will need some questions to load into the program. The changes in the recycling program were discussed emphasizing the processing needs and the commitment that must be made to quality if we are to compete with other programs for the recycling markets . Bowater was discussed and expectations are that it will be on line in 17 months . Bowater will be taking up to 30% magazines once they are in production . Bob Sparks discussed the relationship of Grant ' s Trash and the Bangor recycling program. Grant ' s still has limited windows of opportunity with Keyes but those will not last long. The glass will have a potential to generate $40 per , ton, out of state , and in minimum 25 ton loads . Bob proposed i. 60%(Bangor)-40%(Grant ' s ) split with Grant ' s paying the freight . Bob outlined a program that he will be instituting for grass clippings and garden waste dropped off in an open container . Bob also outlined a program for cardboard in which Grant ' s would leave a container . . iii. ..Bangor to be filled with cardboard. Grant ' s would periodically..pick it up and replace it at no charge to the City and would provide weights . to. the City. A question on the longevity ot' the- present banding operation for the papers brought a response ..' from Bob .. that the time was very limited for this procedure. All materials would have to be baled in the very near future . Jerry Hughes brought every one up to date on the principle problem with the processing operation, QUALITY. Collene brought the Ecology Awareness Day, to be celebrated at Wholesale Depot , to our attention indicating that a recycling awareness sheet would be offered at this event . Judy Vardamis reviewed the progress to date on the recycling spots . The UMO students outlined their project and sought some input from the committee members . Some of the objectives discussed were ; origins , quantity, quality, preparation , if not why, putting bins out when( full or partial ) , samples from every route , drop off and curbside , and how did they hear of recycling program. A questionnaire will be developed and sent to the City for comments before distribution . Robert Eslin outlined the UMO program and offered to present some material on source reduction at the next meeting. Kathy outlined the Bangor Beautiful Education Committee program and immediate goals for educating teachers . The next meeting of the Committee was scheduled for Thursday April 9 , 1992 at 7 : 00 PM in the City Managers Office .
