Housing Rehab Coordinator John Lord, Planning Officer John Frawley, City Engineer Erik Stumpfel, Acting City Solicitor NEWS MEDIA: Ned Porter, Bangor Daily News • The meeting was called to order at 7:50 PM. One loan request was presented to the Committee by T.J. Martzial of the Community Development Division for the Committee's review and approval as follows: AGENDA ITEM #1 - 72 Second Street Large, single family house owned by Bruce Brookings. Mr. Brookings paid cash for the property and would like to get his cash back in a mortgage. Therefore, it was requested the rehab loan be approved in second position behind an amount not to exceed $30,000 . After discussion of several financing options necessary to keep the rent affordable which required Mr. Brookings to provide $6,000 cash and a first mortgage not to exceed $24,000, at 9% for 30 years. (The rehab loan for $33,765 would be at 8% for 30 years. ) Councilor Pat Blanchette motioned to approve the option recommended. Councilor Don Soucy seconded. So voted. 2 AGENDA ITEM #2 - Workshop - Hogan/Burleigh Connector Road 111 Ken Gibb reviewed the general status of the Hogan/Burleigh Connector Road Study which is being conducted by DeLuca-Hoffman Associates . He emphasized that the City is pursuing this in a phased approach rather than completing an expensive study and permits process without evaluating the potential success of environmental permits applications. DeLuca-Hoffman has completed the first phase of this project which included preliminary routing options and discussions with state and federal agencies who would review the project. The report from DeLuca-Hoffman indicated that the most direct routing between Hogan and Burleigh Road (which passes directly through the Penjajawoc Marsh) had less than a 10% chance of receiving necessary permits. John Lord reviewed other routing options that had been considered in this preliminary phase. He suggested that these options were less direct routes but potentially had less environmental impact. The cost-benefit of these alternatives have to be evaluated. Tom Govill and Al DeLuca-Hoffman were present to review the project status with the Committee. After an extensive discussion with the Committee, the consensus was to have DeLuca-Hoffman evaluate the transportation benefits of alternative routes rather than proceeding with permit applications for the most direct • routes .
