Barrett, City Manager Erik Stumpfel, Acting City Solicitor The meeting was called to order at 8: 10 PM. AGENDA ITEM # 1 - C.D. Rehab Loan Request 65 Second Street, 3 units This property, owned by Edward Guernsey, needs complete rehab, inside and out. No first mortgage on the property so the City will be in first position. Loan amount is for $34,520 at 6% for 10 • years. The owner will be doing a lot of the inside work. Estimated value of the property after rehab will be approximately $75,000 . Committee voted unanimously to approve this loan request. AGENDA ITEM #2 - Sublease Approval at BIA As with all of the standard leases at BIA, any sublease requests have to be approved by the City. Spillane Car Rental currently sublets a portion of their building to Maine Over Night Express, Inc . and. the Chambers Leasing Co. , a Budget Rent-A-Car franchisee and is requesting approval of the subleases for these 2 entities. Staff personnel, Bob Ziegelaar - Airport Director and Stephen Bolduc - Economic Development Officer, have both reviewed the subleases and recommend approving the request. Committee voted unanimously to approve this sublease request by Spillane Car Rental Company. AGENDA ITEM #3 - Transfer of Land to University of Maine System In 1989 the City of Bangor and the University of Maine System (UMS) signed a joint agreement in which UMS would convey 26 buildings and associated land (adjacent to Maine Ave. where Maine Business Enterprise Park will be developed) to the City of Bangor. 2 The City, in return, agreed to convey right of title and interest of 13 acres of land to the University of Maine. The UMS also agreed to demolish and remove debris of the existing buildings . Currently, UMS has done some of the demolition but the process is behind schedule due to their budgetary restraints. Staff is proposing that the City Manager be authorized to convey the City's interest in the 13 acre parcel conditioned upon assurances that the University of Maine will comply with its obligation to demolish the remaining structures . This approval will put the City of Bangor in compliance with the original agreement and thus give the City the leverage to push UMS a little harder to fulfill its obligations . Don Soucy motioned to approve this action. Pat Blanchette seconded. So voted. AGENDA ITEM # 4, - Credits for Private Maintenance of Leased Municipal Lots Bangor Schoolhouse Associates has approached the City regarding maintenance of the lot (Upper Atler) which is leased from the City (for a 30-year term) . The lease agreement calls for the City to be responsible for all maintenance. The Schoolhouse pays the going rate for surface parking which is currently $30 per month per space. Due to the tenants overnight parking in this lot, it is impossible for the City to do snow removal . It has been suggested 110 by Staff to Bob Baldacci Jr. , of Bangor Schoolhouse Associates, that they be responsible for all maintenance responsibilities in return for a reduction in the lease rate. Bob Baldacci has agreed to this. City Staff has estimated that the reduction should be approximately $4 per month per space. Staff is also recommending that this figure be used in the future when considering agreements with Bangor Schoolhouse Associates and other parties . Councilor W. Tom Sawyer requested that Staff specifically note as to the condition of the parking lot at the time that Bangor Schoolhouse Associates takes over the maintenance responsibility and exactly what the City would expect in terms of a maintenance schedule in relation to the overlay and striping over the next 30 years . Staff agreed to bring back to Committee for their approval an agreement specifically related to the Schoolhouse project. Don Soucy motioned to approve the guideline of a $4 per space per month credit for private maintenance of leased municipal lots. Marshall Frankel seconded. So voted.
