HomeMy WebLinkAbout1997-11-04 Municipal Operations Committee Minutes • Municipal Operations Committee Meeting Minutes November 4, 1997 Councilors Attending: Don Soucy, Mike Aube, Jim Tyler, David Leen, Pat Blanchette, Tim Woodcock Staff Attending: Edward Barrett, Erik Stumpfel, Bob Farrar, Jim Ring, Norm Heitmann Others Attending: Clyde Grant, Roxanne Saucier Meeting convened at 5:00 pm 1. Executive Session -Personnel Matter 2. EMMC Lease of Parking Spaces- Cascade Park Parking Lot This is the annual lease for parking spaces at Cascade Park with the hospital. The terms are the same. Approved. 3. Pedestrian Crossing Safety- EMMC at State Street Jim Ring explained that on State Street, in front of EMMC, there is a bus shelter and a crosswalk and EMMC has raised concerns about pedestrians crossing and would like this improved for pedestrians. Staff is requesting that a crosswalk sign be installed toward Cascade Park, near where Summit intersects. The hospital is agreeable to paying for this installation. Approved recommendation. 4. Request from the Bangor Victory Platoon to Place a Bronze Plaque at Davenport Park Mr. James Adams explained that in August of 1943 there was approximately 58 seventeen year old volunteers sworn into the US Navy to man the frigate, Bangor by proxy. This was the largest group of volunteers sworn into the US Navy in Maine during WWII. Mr. Adams is requesting the City allow the group of remaining members of this platoon to erect a plaque of bronze at Davenport Park to commemorate this historic event. All costs will be paid for by donations and pledges of the surviving members of the platoon. Mr. Adams explained that it would be a granite block, approximately 4 feet high, slanted to the front and the bronze plaque would be on top of it. The Committee approved the recommendation that an Order be put on the Council Agenda authorizing acceptance of the memorial and directing the individuals interested to work with Dale Theriault on sign and placement of it. • . 5. Council Ordinance 97-438 Amending Fireworks Ordinance The old Juvenile Curfew Ordinance included a prohibition on selling blank cartridges to juveniles. When the old ordinance was repealed, it didn't carry forward. This amended ordinance would reenact it and place it in the Fireworks Ordinance. The question was raised as to why the age is set at under 16. Erik explained that the Council could set the age, irrespectively. The Committee directed the City Solicitor to check to see how this ordinance relates to the law on firearms and non-blank cartridges.. 6. Council Ordinance 97-439 Amending Ordinances- Administrative Services Department The recommendation is to transfer Data Processing and Purchasing from Administrative Services to Finance. The Purchasing Division is very closely related to the Finance Department and located adjacent to it. The Finance Department is the prime user of Data Processinig and in the current situation it would be advantageous to improve communication between Finance and Data Processing. This would also allow Bob Farrar to work on other City-wide projects. Approved recommendation to Council. 7. Council Ordinance 97-440 Amending Public Health and Welfare Ordinances This is the annual update to the maximum levels of assistance that is provided. It is based on statistics provided to the City from the state by way of the federal government and the SCity is required to keep its ordinance in line with those amounts. Approved.
