1 . Council Ordinance 97-334 Chapter VII, Article 9 , Section 6
Amending the National Electrical Code
2 . Council Ordinance 97-337 Chapter VII, Article 10 , Section 3
Amending the Life Safety Code
Items 1 and 2 are amendments that relate back to the change to
the Board of Appeals instead of the Building Board and the Zoning
Board. This would direct appeals from the electrical code to the
Board of Appeals and from the Life Safety Code to the Board of
Appeals . Approved
3 . Proposed Housing Act H.R.2, Including a Provision to Allow Dogs
• in Public Housing
Elsie Coffey indicated to Edward Barrett that H.R.2 , which has
already been passed by the House of Representatives and is
awaiting Senate action, would allow for dogs to be kept in public
housing units . Elsie has written to the Congressional Delegation
indicating her opposition to this . Elsie is asking for the
Council to pass a Resolve requesting that this provision be
eliminated. Dan Wellington, who was animal control officer at
the time when dogs were allowed in public housing, explained that
the majority of the dog bites during this period of time
( 1979-1983) , were in the Capehart area. There was a large
population of animals in Capehart. It was also the area from
which most of the unclaimed animals came. Councilor Blanchette
feels that Elsie has a legitimate concern and supports the
request. Edward Barrett pointed out that many large apartment
complexes regulate pets similar to the rules that the Housing
Authority has now. Committee approves the Resolve.
