BFSOLVED.
WHEREAS,
the City of Bangor is the owner of land and
buildings known as the "Charleston Housing Arms -
to be renamed "Park Woods" located at the
northerly corner of the intersection of Union
Street and Griffin Road in the City of Bangor,
County of Penobscot, State of Heine; and
WHEREAS,
City acquired this property from the United States
pursuant to provisions of Title V of the Stuart B.
NCRinney Homeless desistance Act; and
WHEREAS,
as a condition of such acquisition City is
obligated to utilise such property in a manner
that provides direct assistance and shelter to
persons who temporarily find themselves without
adequate housing; and
WHEREAS,
City believes that the provision of such
assistance can be accomplished, in part, by
cooperation between various providers of services
to the targeted population;
NOW, THEREFORE,
BE IT RESOLVED THAT
the following shall be established as guidelines
for the future operation of Park woods.
1. The Bangor Department of Health and welfare
shall be designated as the municipal department
responsible for the management of the Park Woods
project; and,
2. Of the total sixty (60) units located in Park
Woods, forty-two (42) unite shall be managed by
the Bangor Department of Health and Welfare; the
-remaining
eighteen (18) units shall be allocated
to Hope House (12), Community Health and
Counseling Service (4), and the Greater Bangor
Area Shelter (2); and,
3. It is the intention of the City that Park
Woods operate on a financial break even basis;
and,
4. The rent charged to the participating agencies
and to the tenants occupying the City managed
units shall include charges necessary to cover
payments for real estate taxes if such units were
taxed equivalent to a private entity; and,
5. Such rent calculation shall also include
adequate charges to support a capital reserve
which will ensure that future capital investment
in the Park Woods project will be sufficiently
funded; and,
6. Special efforts will be made so that there
will be close communication and coordination among
other agencies operating in the area, the
surrounding residential neighborhood and
participants in the Park Woods project.
