During this period of time, CH M-Hill has conducted a study to evaluate long term disposal options. That studyyhas been received, and alternatives are being evaluated, including construction of a newCity-owned composting facility using 55% grant money from the Federal Goverment. In order to provide time for thorough evaluation of alternatives, and possible construction of anew facility, an RPP was issued for e sludge disposal ever the seat twelve months. on December 7th, 1994 proposals wart received from BFI, Inc. and Sawyer Environmental. Attached is aaandum from the City Engineer recommending award to BFI, Inc. A copy of BF2'sproposal is also attached. Payment for disposal services will come from the Wastewater Treatment Plant's operating budget, which has sufficient funding to cover tbvfprojected expense. el"mm��. Ring, City Engineer Subject: Proposals - 12 Month Disposal of Wastewater Treatment Plant Sludge I have reviewed the proposals submitted on 12/7/94 by BPI, Inc. and Sawyer Environmental for 12 month sludge disposalservices. The BPI proposal is $47.85/T for disposal by composting plus $6.00/T for transportation, and the Sawyer proposal is $55.00/T for landfill disposal plus $5.00/T for transportation. Because of the close proximity of the 5awyer landfill, Treatment Plant could do the hauling, which would cost $1.96/con. Based on an average sludge production of 115 tons/week, the estimated disposal costs for the twelve month period would be as follows: BFI (disposal + transportation) Disposal - 5980 T x $47.85 - $286,143 Tramp. - 5980 T x $6.00 35,880 $322,023 SAVER (disposal + transportation) Disposal - 5980 T x $55.00 - $328,900 Tramp. - 5980 T x $5.00 - 29,900 $358,800 SAWYER (disposal only) 5980 T x $55.00 - $328,800 City transportation cost (5980 T x $1.96 - 11,720.90 $340,520.80 Pa youare aware, I received a call from Marty Drew of Sawyer last week, whereinhethat the intent of their proposal was a total disposal cost, including State fees of $53.00 per poo rather than $55.00 stated in their proposal. Since you have determined that Paragraph 1. of their proposal clearly states that disposal coats of "$53.00 per tan plus $2.00 per con State fee totalling 55.00 per ton", I have used the $55.00/ton disposal figure in my cost analysis. -1- 95-5I I had also indicated to you that we had same concerns about some carding contained in the HFI proposal relative to load weights, sludge solids concept, etc. I have ontacted BFI regarding this, and late last Friday I received the attached letter from BFI which satis- factorily addresses our concerns. Both proposals will include disposal of treatment plant grit. Sawyer will also accept screenings, but BPI cannot otcompost screening material. If we select the BFI proposal for sludge and grit disposal, it will be necessary contract elsewhere for screenings disposal. I 95-5] I an writing to clarify assumptions that were contained in our proposal and respond to your request to consider handling grits and screenings. Jamie Ecker, Hawk Ridge compost Facility manager, and I met with Brad Moore at the treatment plant this morning to respond to the grit and screening question. 1. Grits. We are willing to accept the grits at Hawk Ridge Compost Facility on a regular basis for a processing fee of $47.85 per wet ton, the same price qu ted for biosolids in o December 7th proposal. we would like to retain the option to divert the material to another disposal option should there be seasonal contamination (which is beyond the control of the treatment plant) by inerts such as plastic and metal. While investigating materials handling options at the treatment plant we presented the idea of using the plant's small fork truck mounted tipper carts to load the grits into the Sludge Containers daily to Brad Moore. Brad Suggested that the grits continue to be loaded into the 10 yard Container and the City could haul the one load per week to Hawk Ridge Compost Facility ( CF). Direct hauling of the grits by Bangor to HRCF will work fine with BFI. 2. Screenings. Due to the composition (mixture of organics and man made inorganics) it is our recommendation that landfilling of this material be continued as it cannot be handled in the compost process. ]. Solids content. we understand that the average solids content of Bangor's biosolids is 26 - 27& and through normal operations there will be loads below 258. Since solids contents vary at treatment planta through normal operations, working with an average solids content of 25% is fine. 4. Load size. We are comfortable with a business relationship where the intent is to work together to maximize leads within legal weight limits. Our intent is to maximize the load weights balancing the needs of the plant and the practicality of loading containers. Utilizing the two loading shoots, We believe loads in the 21-22 tons can be achieved. If we are not able to achieve these weights with a 30 yard container we will rotate a 40 yard can in at no additional cost to Bangor. Should one be needed, BFI is also willing to absorb the cost of a deflector on the second Shoot to maximize load weights.
