The Planning Board held a public nearing on the above -noted zone
change request at its regularly scheduled meeting of December 6,
1994.
Thomas Russell, Esq., represented the applicant, and spoke in favor
of the proposed change.
No one spoke in opposition.
The Board voted 5 to 0 in favor of a motion to recommend to the
City Council that the zone change request contained in C.O. d 95-19
be approved. _

GeneralCommercialand Service District. Said parcel containing
approximately 1.04 acres and being more particularly indicated on

Excerpt From Staff Memorandum for December 6, 1994 Planning Board
Meeting
Item No. 2: Zone Change - Frost Drive - Richard Peter Van
Syckle, III and Lorraine E. Van Syckle
a. General Description. Applicant requests az one change for a
1.04 acre parcel from Shopping and PersonalService District
(S & PS) to General Commercial and Service District (GC & S)
located on Frost Drive (between the Olive Garden and Wal-
Mart). The GC & S has more flexible standards and would
allow the applicant's automobile dealership (located on the
abutting parcel) to expand as a permitted use.
b. Land Use and Zoning Policy. The City's Comprehensive Plan
Zoning Policy Map indicates that this area should be
reserved for the more intensive GC & S zoning. The proposed
parcel is bordered by S & PS zoning to the north and east
and by GC & S zoning to the south and to the west.

The parcel proposed for the zone change is
located within the Primary Service Area and has complete
range of urban services available to it.
d. Existing Conditions. Currently, the site is vacant. it is
surrounded by Wal-Mart to the north, by the Bangor Motor Inn
to the east, by the applicant's auto dealership and the
Olive Garden Restaurant to the south and by a vacant lot
across the street to the west.
e. Recommendation. The fundamental Criteria for a zone change
is that it is consistent with the City's Comprehensive Plan
and is consistent with the existing zoning and u n the
The Comprehensive Plan's Zoning Policy Mapindicates
that this area should be reserved for the GC & S. Staff
feels that the proposed zone change is consistent with the
City's Comprehensive Plan and would recommend that the
Planning Board recommend the proposed zone change to the
City Council.
