Commentary:
CFl2M-FIJI was selected to provide engineering consultant services for a pavement analysis ofthe
rsumny and ban taxiways at Bangor international Airport. This Airport Improvement Progrem
project was tentatively approved by the FAA under AIP No. 3-23AOOS-19 for the fiscal year
October 1, 1994 though September 30, 1995.
The cost of the proposed design/eagincering fees will be funded 90%PAA, 5% Maine Department
ofTmvspor nation and 5% Airport,
R wt FAA regulations require an independent estimate offces ofal(ocatmitam engineering
services contracts for AIP projects. RieslaM Engineering of Manchester, NEI was retained to
perform the fee estimate and it was substantially higher then C-EFdI's initial fee of$150,902.A
fmel contract for $136,713.W was substtlumtly, negotiated with CF72M-FLIT-see attached letter
from Bob Ziegelaar to Robert Siris of the FAA which outlives the complete contract negotiation.
A breakdown of fees is attached to Bob Ziegelaar's Letter.
The contract was reviewed by the Finance Committee on October 1], 1994 and referred to the
City Council with a recommendation for approval.

Dear Mr. Siris:
Please find enclosed a copy of the final draft of the scope
prepared by CH2M Mill for the pavement analysis of BGR's single
runway and 2 of its 5 taxiways.
As you know this project was initiated prior to the implementa-
tion of At 150/5100-14, as a result of which the provider of the
independent estimate was not present at the original scoping
sessions. This would explain why the independent estimate,
provided by Riesland Engineering was substantially higher than
the costs proposed by CH2M Hill. You may also recall that as a
result of several discussions involving Victor Lund, of the
FAA Engineering staff, and yourself, CH2M Hill had implemented
some cost revisions following their initial draft of the scope.
As a result of my most recent negotiations with CH2M Hill, a
final proposed cost was arrived at in the amount of $126,012.
This compares with a cost of $150,902 as detailed in the most
recent earlier proposal. The savings of $14,189 are the result
of my instructions to delete any work related to Taxiways L and
A, which leaves the runway and taxiways M and M as the areas to
be evaluated. In addition, cost reductions were achieved in
several of the tasks outlined.
At this point I an satisfied that the final scope will provide
this airport with the type of pavement analysis required for
long-term maintenance planning purposes, as related to the
active areas. I also believe that the cost proposed is reasona-
ble in view of the work to be undertaken. All negotiations
undertaken in the process of arriving at the final scope and
estimate were conducted in good faith and I believe that the

procedures listed in At 15015100-14 have been followed in full.
Planes let me knew at your earliest convenience if the proposed
Project meets with PAA`s approval. If at all possible I would
like to saw the project commence this fall.
