410 MEETING MINUTES
November 21, 1995
Councilors in attendance: David Leen, Pat Blanchette,
Christopher Popper, Tim Woodcock
Staff in attendance: Ed Barrett, Dale Theriault, Brian Enman,
Brad Moore, Jim Ring, Don Winslow
Others in attendance: Dr. Wood
Committee Chair opened the meeting at 5: 00 p.m.
Item 1 . Recommendation for 1996 Golf Course Rates
Golf Course Director recommended go up $1 . 00 per round for green
fees . Pat Blanchette asked that fees be not increased for
seniors . Moved and seconded to accept the City's proposed 1996
green fees . Passed. Councilor Blanchette voted against the
increase.
IrItem 2 . Appointments to Legislative Policy Committee of Maine
Municipal Association
Pat Blanchette nominated Christopher Popper to replace Bill Cohen
on the committee. Committee approved forwarding the nomination
to the Council .
Item 3 . Sewer Abatement Request
Brad Moore provided background regarding the property at 840
Broadway, for which an abatement was requested and denied last
year. Dr. Wood installed a swimming pool in 1966 that has been
leaking at an increasing rate over the years . He provided
evidence to the committee that showed he has attempted to have
the pool repaired and stated he would install an outside meter.
(Councilor Woodcock arrived. ) Abatement request was approved.
Item 4 . Citizen Request for Rumble Strip Removal at Ohio Street
and Davis Road Intersection
Jim Ring stated that two accidents occurred after rumble strips
were installed, but before the flashing lights were in place. He
feels that the period of time the rumble strips have been in
place is not long enough to determine their value. Ed Barrett
• mentioned that the strips on north-bound Ohio Street are
necessary since the flashing light isn't visible until the hill
is crested. A citizen residing on the north side of Davis Road
asked that the south-bound strips be removed due to excessive
noise of vehicles traveling over the strips in front of his home.
Pat Blanchette feels the rumble strips need to remain in place as
an aid to slowing traffic . The Committee agreed to retain the
strips for the time being and to revisit the issue of their
necessity in May, 1996 .
Item 5 . Request by Town of Levant for Support of Route 222
(Uinin Street) Improvements
Jim Ring indicated that designation of Route 222 as a State
Highway would have no negative effects on Bangor and may result
in additional state funding. The Committee approved and
recommends passage to the Council.
Item 6 . Council Order 95-411 Authorizing the Chief of Police to
Sign an Agreement with the Tracker Corporation of
America
Don Winslow provided background regarding this identification
system for lost or stolen property. Order approved and
recommended to full Council .
