MINUTES
Councilors Present: Graham, Nealley, Nichols, Supica, Tremble, and Weston
Staff Present: City Manager Conlow, Assistant City Manager Crooker, Patty Hamilton
Public Health Director, and Elaine Beaulieu, Public Health Program Manager
Councilor Graham opened the meeting at 5:17 PM
Regular Agenda
1. Order, Authorizing the City Manager to accept and distribute gift cards for Target
and WalMart with a total value of $1,200.00, donated by Families and Children
Together (FACT), to families served by the Maternal and Child Health Nursing
Program.
Assistant City Manager Crooker reviewed the order with the Committee. Mr.
Crooker noted that the cards would be distributed by MCH Nurses to Bangor Families
to increase the wellbeing and improve permanency outcomes for children under the
age of 16 affected by substance abuse. Needs include but are not limited to diapers,
formula, breast feeding supplies, and safety equipment for the home.
Motion to approve by Councilor Weston. Seconded by Councilor Tremble. Motion
was not doubted.
Councilor Graham asked if there would be any verification of expenses through the
provision of receipts or other means. Elaine Beaulieu indicated that public health
nurses would be following up with the families but that the City could require
receipts to verify expenses if there was a concern.
2. Order, Authorizing the City Manager, on behalf of Health and Community Services,
to apply for a three-year, $50,000 per year CARA Local Drug Crises grant through
the Substance Abuse and Mental Health Services Administration.
Assistant City Manager Crooker reviewed the Order with the Council. Mr. Crooker
noted that CARA Grants are intended to enhance youth opioid methamphetamine
prevention efforts.
Councilor Nichols motioned. Councilor Weston seconded. Motion was not doubted.
