1. fish Stren�h Waste - Continued Discussion
Staff informed the Committee that they have put together
information they felt would be a practical way to approach this
issue using the same system that is used for the industrial pre-
treatment program. The information has been forwarded to the
Legal Department to be reviewed. After legal reviews, staff will
distribute to Committee members and wait for any comments, etc.,
and then will proceed with mailing the letters out to the two
companies involved.
2. Davis Stock CSO Stga Task Project
Jim explained that the contractors will he starting within a week
or 80. one issue that came up was in the fabrication of the pre-
cast unite. The bid was put out separately and American Concrete
had one set of forms to construct these with and they ordered
three other sets to be fabricated from a company out of
Connecticut. They did not receive these as quickly as expected,
but the eats have since been received, and work will begin
shortly.
Jim also mentioned to the Committee that there are three CSO
facilities that need to be built. One location is behind the
Hydra's maintenance garage on Main Street. This Would service a
great part of the west aide of Bangor. Because of the problem
with access, staff is looking at other options including the area
behind Bass Park. Staff does have a preliminary layout that is a
variation of the waterfront project which uses a series of
parallel installations of the same type connected by a manifold.
It would be located in the parking lot area immediately north of
the larger drainage swale at Bass Park.
The location for the third project is on the Renduskeag in the
area immediately adjacent to Bangor Hardware. There is another
very tight space. Staff is looking at a similar installation.
3. Ratten Street Sewer Project
This is a project that is out to bid. This would be to alleviate
basement flooding on Walter Street. Staff's recommendation is to
pick up much of the flow from the main sewer branch coming in to
Patten and eliminate the cross country run to Walter run. It
would be a fairly short project.Jim explained that as part of
this project, the street will be widened.

Work continues on this project. Staff will continue to keep the
Committee informed.
5. pndate - staff Activities
*Brad informed the Committee a couple of months ago that the
State had nominated
nated the City's pre-treatment program to be placed
in a national competition. Cities in Colorado received first and
second place, but it was an honor for the City was recognized by
the state.
*Brad commented that the second letter for the roof drain
disconnection program has been mailed out.
* Brad met with the Bangor Water District to go over their
proposal for billing software. The one that fits their needs the
beat is a package from Advantage Data Systeme on Main Street.
Brad And copies for anyone an the committee that would like to
review it. The software companies did not have a lien process.
ADS is recommending that the City do something on their own, and
they would be willing to help. The current software will only be
able to be used up until December 31, 1999 because it is not Year
2000 compliant. There are other options that staff will look at
and will continue to update the Committee.
6. Additional Items Not Listed on Agenda
*Sim updated the Committee on the Colangelo issue at Judson
Heights. Staff has received the final design plane for the
bypass. Jim prepared a Council Order which will appear on the
next agenda authorizing the work to begin.
*Jim explained that one house in the Palm Street area has had
problems since the late 80's separation project in that area.
Recently, Campbell Construction did some redistribution of the
sewer network in that area to correct the problem.
*Councilor Tyler asked about the statue of the dirt pile behind a
resident's house on forest Avenue that was displaced from the
sewer separation project'! Ed explained that as soon as permits
are issued, the dirt will be used for the little league field
renovations.
