The isamllaricn is out to bid at this time. The bids will be opened in a week There was a pm -bid conference to mane[ with prospective bidders so that they could see the components, view the site, act go over the pians. Staff is very pleased with the bidder response act there was good attendance at the meeting 3. Surcbman for Excessive Eoadin This issue was discussed m a recent meeting and Brad Moore pm together some information for the Committee. There me provisions in the ordimmetwhere if a business contributes higher than normal strength waste so the cost to treat that particular v cromee rrt is higher, the City can impose a surcharge to cover the casts. There are two businesses in town that fall into this category. in the past, there hes been discussion as W whether there should or should not be a surcharge to recover the cost Most recently, h was the consensus of this Committee that this Amid be explored fihnher. Brad explained to the Committee that within the last 6 weeks, staff bas spoken with the two businesses to see what they have dose. The original measuring study that was done on one of the businesses, abrewery, indicated that it would be cheaper for them W pay the surcharge. The other business, a deny, has tried several alternatives but nothing seems to work. This surcharge would be implemented is by an Administrative Order. Brad included a sample to the Committee to show haw it would work. He also included spreadsheets showing differot scenarios on how this could be handled. The spreadsheets were actual numbers from fie dairy. The Committee's recommendation is to let the businesses know then on January 1, 1999, the City will implement a surcharge. J gave the Committee an update on this issue. Bids were opened at 3:00 pro today and will be reviewed soon. Construction is expected to atart N September. 5. hndW-&aR Activities Brad received information from the Bannon Water District on their new billing software fortheyear2000compliance. Thebillingand mceivingworked well with Gamin, the currertsoftwarepackage. Oneconcemofthe City'swasthelienprocess. Anotherissue was the ability to electronically interface with the City's financial package. The current softwaredoesnotallowthis. The Water District and staB'wJl continues working on these issues. Brad updated the Committee on the now policy from DEP on mercury sampling. He was asked to be on a task force dealing with that issue. He will continue to update the Committee. John Murphy commented that the CSO Partnership legislation has bees introduced. 11nough the efforts of the City of Bangor and other communities, both Congressman Baldacci and Congressman Allen are co-sponsors to the legislation. The process is ongoing and John will keep the Committee updated. The EPA has selected the CSO Policy as a program to do performarnce measuring on and one particular aspect is the nine mhdmum controls. Bangor has been selected as one of the case studies. The Committee will be updated as this progresses. The Maine Wastewater Control Assooimhn will be holding thew conversion m September az Sugadoaf and bas asked IoM Murphy to make a presentation.
