As an immediate solution, to relieve Mr. Colangelo's problems, staff has been working with the manager of the park. Mr. Longo, to get a relief We installed. Another thing order consideration is an expansion of 19 lots in Judson Heights. As part of that project, sewer capacity win need to be provided. Jim showed a map on the Committee which showed the line which would serve the proposed additional readenal lots as well as continuing to the Bomarc lies in a way that would pick up slightly more than half of the trailer park plus ell the Flow from the Bommc Industrial Complex diverting it through the new We rather than the existing line which is in from of Mr. Colangelo's home. Since the last meeting, Jim has met with Ames Engineers, who is doing to the design work for Mr. Longo on the additional subdivision w well au the sewer. Design work is wag underway and should be completed this month. Naim Heimann mod Lm and recently with Mr. Longo and discussed scheduling. The subdivision approval for the additional residential las may take several months a the City level and there may also be approvals on the since level with DEP which could be longer. Construction of the street and those things that we necessary to serve the additional residential units may be We this year or early next spring, However, Mr. Longo is prepared to undertake the sewer construction, which would provide mWfor this area within 60-90 days. Staff feels that this would provide substantial relief. Another issue discussed with Mr. Longo were several means of actually restricting the flow no the a ing piping system mthe trader park before it gets to the point immediately above Mr. Colangelo's house. Mr. Longo is agreeable to doing that and the work should be done within the next month or so. Councilor Tyler asked what specifically wil be dome in the interim? 1m explained that the work would involve fabricating a partial cover or simmer home the top of the pipe down. Ccuwila Tyler asked who sets the standards by which the private system was origivsfly constructM? Tm indicated that most of this construction was dome quite a few yeas ago. He believes the state hes some specific requirements. Generally speaking, if a private system is canstmcted, the standards are set by the City. Tm stated that in more recent yeas, when there is an extension in a private system that is net previously approved, it requires a Council order and it requires that the combination meet City standards. Mr. Colangelo asked if when Mr. Grant instaged the trailers, was it prior to the City ofBangor having approval? Jim explained that as far as the inspection of that system by the Engineering Department, it was before the Department was involved inWareham. Than would have been state plumbing standards that would have been in effect. Councilor Baldwin commented that at this point the issue is what can be done for W. Colangelo and what is Mr Colangelo's position? Mr. Colangelo answered that Bud Grant has stopped the project on the road and he bas hired W. Hill to do the blasting so the road will not be done. W. Colangelo does not believe that Mr. Orem is going to take on any responsibility to put the tine in. Jim responded that construction will proceed, the design work is proceeding and construction of that sewer will be done before any road work is done. Staff will report back to the Committee as to the progress on this issue. 2. Continue Discussion- Policy RE: Iwo Water During Ice Storm Bm explained that there have been inquiries four individuals that had additional water consumption during the ice worm. The those largest requests came from Cedar Palls Mobile Home Park, Martel$ Pak sad Walter Brooks. These are people that have been calling fairly fraquentiy. There have been about a draw others and they are all fairly small dollar amounts. When the issue fast came up for discussion, h was felt that there would be approximately 15 requests. Under the circumstances, Too feels that these are reasonable requests. Committee approved granting the two largest abatements, Cedar Palls and Martels ant directed staff to grant three otherrequests which fall within the $500 limit. 3. Update - Staff Activities Brad unformed the Committee that they received the materials regarding the National Awardforthelndustrial Treatment Program. The CityofBangorhasbeenrmminatedfor this award. Waterfront Discussion: Abrown request has been made to EPA and DEP to modify the whole CSO implementation schedule. Staff wants to swap one project an the CSO storage tads located in the mihoad area can be done [Itis yea rather than several years from now. A response boom EPA and BEP indicated that they agreed or the request. The project that was swapped "old have involved considerable construction on Center Street and that area. Most of the mounting was due to timing of the Broadway project and other projects going on in the City. Staff hopes the storage project will be done at Y. of the expense originally proposed.
