1. Discussion- Sewer Problem Robert Colangelo -181 Judson Blvd
Jim Ring explained that W. Colangelo addressed the Council az the last regularly scheduled
meedng. Jim showed the Committee maps relative to the sewer problems Mr. Colangelo is
experiencing. Mr. Colangelo lives in the last house on Judson Blvd., just befine Birch JJill
Burma. Jim's records show that the first lune sniff heard from Mr. Colangelo relative to a sewer
problem was in 1996 after a couple of severe incidents. At the time, D&D did take on water
along with 2 other houses from are very close to Mr. Colangelo's house. The system within the
trailer park is a private system. Late 19%, particularly after the July flooding, staff did a lot of
investigarive work he the trailer park itself to" to identify the source of the fiooding Theream
flow monitors in the fine in the vicinity ofMr. Colangelo's house to by to monitor how much
flow is coming in. The problem is that there is excess water that is getting in to the system.
There are a number of service tines that go to the individual mobile home lots and some of these
are broken or cracked where the angle comes down. A section of line was found to be broken
and collapsed, that has since been repaired. hi 1997, Mr. Colangelo got water again. This year it
was reported again and staff met again with the Manger of Birch TO Estates and discussed the
fact that them is and water getting in and discussed the mormoring results. The Manager, W.
Longo has begun remediation work, but there is still more work that needs to be done, mostly
with manholes. Staff has also identified manholes on the Bommoc Line that me not the best. Av
alternative solution was discussed to get rid of the excess water.
Councilor R0110111 asked lire how many manholes were through the park Jim explained that
there were 8 manholes on the City be, but there were many more in the park. The monitoring
devices were put can the City line.
Mr. Colangelo explainW that he has been flooded ore 10 times since 1986. He feels that nothing
seems to have been resolved. W. Colangelo pointed out on the map provided various sewer lines
and maNroles and how they affect his property when it rains. W. Colangelo explained that the
WA Bean Company is pouring heavily into the system and that Bud Grand wrote a letter to the
City Engineer and stated that the problem had been fixed. Jim commented that in 1996, a number
of manholes as well as a number of individual service connections needed repair and were
repaired. Since Nen, just this your, some additional trailer services were found to be broken.

Staff is continuing to try to identify the problem and working with the owner ofBirchM Estates
to correct it. Tun feels the owner is bang very cooperative.
You explatned that staff tried to provide a relief line to provide immediate relief to the overflow of
the system as well as trying to continue to work with flu: park owner to eliminate excess water.
As it tamed out, when Any spoke to Mr. Longo, the Manager, he was also looking at possibly
adding more house lots around LaSalle Drive. What staff has suggested is running a new Use to
bypass much of the flow that currently comes through Bomarc and pan Mr. Colangelo's house
diverting that along another roue. That would take all the flow from Bomar; and nearly 2/3 of
theparkitself. This would provide a hazardous amount ofrelief but again there is still additional
flow from 30-00%ofthe park. Cauncflor Rolman asked what the time Game is for the expansion
and where does it fall on responsnbilityn Jim a plained that responsibility would be tothe
developer, Judson Gram ant Michael Longo. In terms of time, Tim's understanding from Mr.
Longo, is 60-90 days. Norm Hohmann explained that M has spoken to Andy Ilamilton, who is
representing Mr. Grata send asked him to send something in writing indicating when they expected
to do the work Councilor Bologna asked what the City's legal status was in a situation &a this?
Norm explained that the sewer ordinance nates that you don't have this iN'dtration so there is
recourse against Judson Grant Norm feels that n this point there does not appear to be any
obvious sources. Before, problems were found with the manholes, a drainage ditch problem, etc.
Mr. Colangelo Aided that he spoke with Mr. Longo and Mr. Grant two weeks ago, after the
meeting they had with the Legal Department. At that tiny they told him that they planned on
putting in a road (which W. Colangelo pointed out on the map for Committee). The road would
take 6-8 momhs to be put in. W. Colangelo fads he is getting conflicting stories. W. Colangelo
feels that no work has been done at all. Ile is very frustrated with the process.
Mr. Colangelo wages to know who is responsible for the lines. Jim Ring explained that the City is
directly responsible for its cline. The individual pipes within the mobile home park me a private
system. There was a problem there ideudifled in 1996. Jim understands W. Colangelo's
frustration,but prior to 1996 staff was not aware of my particular problem there. After the
problems in 1996, an extensive effort was made to find the source of the problem. Asfarasthe
work that was done, Jim does not rely on a latter, he has visited the site many times and saw quite
a bit of work that was done but there is more work that needs to be done. After the work was
completed in 1996, the flow monitoring indicated that there was a significant impazu on the wet
weather vs. dry weather flow levels in the line where Mr. Colangelo is cormemed. T pointed
out the monitoring that has been done this year. One of the times the flow level on the 8 inch
line was slightly surcharged, which usually would for cause a backup unless the property sits very
low, Mr. Colangelo's houa sits very high In March, the monitoring showed there was evidence
in the manhole of a lot of surcharge there. Most recently, on the l 8th, the monitoring data
indicated there was a matimum flow level of inches that whole day. Tam feels gadlPhes been
quite responsive based on the intermation that has been seen. They have tried to address this with
the: park owner as well as the solution of the reflef Ww.
As far as the permitting, when Jim and Norm met with Mr. Longo and W. kk nihon, it was
realized that the approved process for the subdivision night take longer than W-90 days and it
was suggested thas they strongly consider undertaking the sewer construction prior to that. M.
Longo indicated that he was receptive In that.
Mike Perry commemed that in 1996, his crew spent two weeks time investigating some ofthe
problems in the park. One thing he would like to point out is that there is a definite lack of
manholes, which makes pan of the park anaccessible for waffto investigate There can only be
assumptions on what staff can we. Also, staff pulled all the manhole covers and Mdse did a fist of
repairs where there were noted Inks, ben to do this amount ofwork took a considerable amount
of time and in that time the ground water has dropped and obviously the area can not be covered
during a min event The lin was given to Mr.Longo, who in turn did a number of me repairs.
Mike adds that after the Emblems this span& he went back and a number of the manholes ere still
leaking. Much of what was done seems to have been ineffective some of the same problems still
remain.
Councilor Farnham asked W. Colangelo it, save 1990, has there been arty, problems with his line
going to his house. Mr. Colangelo said his time is fine with no breaks.
Councilor Parnham asked how to move forward? Can the M-90 day time Game be checked?
Noun suggested making further contact with Mr. Longo and Mr. Jiamilton. Councilor Farnham
commented that the Committee would like to have more information on the options and then have
staff come back to the Committee. Norm asked, if in addition, there should be confirmation in
writing of what the plans are. .
Jim fads that the change will take more of the source of flow out of the line that did act have
problems prior to 19% and believes it wdl have an effect. There are also ways to further throttle
back the flow from the park because upstream from Mr. Colangelo's house the only contribution
will be from the park itself. John Robman asked if there is a legal basis for saying the infilnation
is so large from that one area that the flow needs to be restricted so that it doesn't flood out
people down below! Jinn stated yes. There is language in the ordinance relative to excessive
Mow. It is not fully deened but clearly wbat has been seen is excessive. Tim feels the
opportunity should be given to W. Longo to correct the problems.
Mr. Colangelo asked who was responsible for the lines? Ed Barrett and Jim Ping explained which
lines the City were responsible for and those that Mr. Omnt was responsible for. Mr.Colsngelo
asked what if after the work is done it hasn't fixed the problem. Ed Barrett suggested that the
City give to W. Colangelo, in writing, what the City will do. It is believed that what will be done
will solve the problem. Mike Perry asked what will be done to address the pmblem of infiltration.
Jim explained that they will be required to do additional work on their manholes and Tmr
suggested offering to do the manhole work for them on a contractual basis.
