Gary Miles
Gmy Miles, owner of Whig & Courier Restaurant wrote a letter requesting an abatement
due to a water leak that was d'ucovered. When Mr. Milles received his last bill and It was
more than double, the Water Disnd checked the meter and found it to be fine. Afurther
hwestilmion found a toilet leak in the restroom. If the abatement is granted, the amount
would he $766.41. Approved.

Brad received a letter fromflenry Bray, owner of City Lhnits Restaumm, requesting an
abatement due to a handle on a urinal which became shack in the on position, Water ran
fersevemlhoursbemeitwasdiscovemd. tun Ring pointed out that this would take
more than several hours for the amount to be so high Councilor Tyler asked if the
Committee can get together more information on this request. Staff will get more
information and bring it backto the Council. Rem tabled.

Jim explained that he went to Augusta whh regard to the delegation bill (Federal EPA
oversighteuthodtywouldbedele tedto DPP). Thiswasthe Natural Resources
Committee that has been dealing with this through two legislative sessions and they finally
made a recommendation that it should pass with some modifications. In the fust round,
after last session, the $11,00 was going to be reduced to $7,800. Most recently, it wID
bet $5,540, about halfofwhatwas originellyproposed asanamual fee. The DEPand
legislators are wrestling whh whether or not this is a good thing or a badthing. J feels
that in the long term, even though it means a higher fee, particularly when dealing with
Stormwater H, it is better for the City to be dealing with one agency. There are a number
of very heavy users that have impacted businesses in the way of paper industry that may be
going from $1,100 to $50,000+ The bill elao contains a provision where after three years,
the legislature will be receiving a report from DEP as to how successful they have been in
carrying out the goals as presented to the Natural Resources Committee.
John Murphy is very much Involved in review of the Stormwater II propposed rules. John
explained that the only way to make Sportswear IJ go away is to get EPA to agree to an
exemption that is based on the fad that the City is doing a massive amount of CSO work.
Tho final recommendation made to the EPA Gam the CSO Partnership was to try to get
an exemption for small communities to not have to do the Srormwater Program as long as
the community is working on the CSO long term control plan. This was verywell
received by many of those attending the meeting
Jim Ring explained that a Council Resolve relative to Storrnwater II, which would include
support of the CSO Partnership's position will be brought before the County at the next
Council meeting.
4. SmffActiviies
Jim explained that on Friday, February 27, staff received a call about a major problem
at the Kenduskeag Pump Stationjust prior to 4:30pm. There was a leak in the 30 inch
force main leaving the Kenduskeag pumping ststion. The DEP was called immediately and
arrangements were made under emergency procurement to get Campbell Construction to
be in there Erg thing Monday morning. They worked through the mghc Atter work
began it was found that the diemetee of the pipes, where the leak was, were somewhat
different requiring a special machined coupling. Thejobwaswepdoneand DEPwasaR
set.
