1. Review of Sewer Fund Proforma

function. This contributes $2 million in increased revere. Councilor Tyler asked what the Water

the same rumber. Staff is basing this on Waterlog figures. Within the next couple ofwceks, there
wigl be some analysis about conmmptioq dollars per ball, em. Operating expenses used to be inflated
a5%. Thee was clanged to 3% inflation rete. This contributes $1.4 million ova the 5 war period.
Las expenditures is $14 million. Additionally, the change in debt service is a difference of
approximately M,000 from lest yea and this is primarily due to the federal match the City is
receiving on the $6 million at a 55/45 split. This changes & a debt service requirements because we
would orgy be borrowing less than half for the near couple of years. Additionally, there is intact
earned on the higher cash badness and avariance of approximately $600,000 in ending cash for 1998
winch brings it up to $4,6 million. There has been a dermatic swing, largely due to the change in
assumptions about flow and illation at the treatment plans which mall is trying to get to more

two factors.
John Murphy commented that he has looked at the members as it relates to the capital projects. The
worst case scenario he was is that the CSO projects will be finished 3 years ahead of scheduled. The

This is assuming the proforma is followed as it is laid out. Jim Ring commented that another
alternative is to stretch out the program and reduce the capital needs in order to keep the same
completion data. Ron pointed out Nat each year under the net cash flow number, more and mere
cash is earned, which contribute to the ending cash continually coming dawn. Ron and John
Murphy will be falling over the not few weeks as John furs up the estimates for construction
schedules and the war ofthe projects. New numbers will be worked up and Ron will put together
an analysis of the consumption and biddable flow to bring back to the Committee. The Committee
thanked staff for their work on this project.

The Patten Street Project is underway. Campbell Construction is doing this work.
Staff heard from a representative of Sawyer's regarding the draft agreement and will be
meaning with Nem soon to go over any ronwns tbey may have

3. Update -Staff AethAim
Brad attended the Natural Water Hvviromnent Federation Technical Conference in Florida
and attended seminars dealing with mercury because it is becoming an issue in Maine. Ito
learned a lot from of attending the conference and the vmdom.
John also attended the Water Env"vonment Federation Technical COMmence. The CSO
Partnership holds one of chin two yearly matings m W TC. The CSO Partnership has
introduced legislation for CSO control and the City of Bangor assisted in getting
Congressman Baldeai will Allen to sign on as co-sponsors for this legislation and made a
cash contnbution of $1,700 for the legislative effort. Rewgoitionwas given for the CiVs
effort.

project. Pats of this was Included in a recent Bangor Daily News article.
