Mike Thurston, Police Department 1. No Parking - Dirigo Drive from Moosehead to Deer Isle The Committee unanimously approved Lt. Thurston's recommendation to post no parking on the easterly side of Dirigo Drive. 1 An appropriate Council Order will be drawn up for the September 24th agenda, and the director of Community of Pride will be notified. by letter of the change and of the Council meeting. 1. Handicapped Parking - Columbia Street. Mr. Raymond Gill, an attorney, in the Coe Building had requested apace for handicapped parking for himself in the Coli:mbia Street Deck. He had suggested leasing a space subh as IBM and Northeast Bank employees presently lease from the City. EThe_C� nageerrterggested creating a handicapped permit parking area 1n the Deck and issue a permit at the $7.50 per month price. It would be restricted to handicapped parking only. Lt. Thurston. questioned the legality under State Statute of restricting a area to .handicapped parking and then having it by permit only. Councilor Tilley questioned why a lease agreement couldn't be made in this case and the City Manager indicated it is contrary to an earlier policy whereby the Council didn't want to enter into any more ieasdng of space agreements until such time as a comprehensive study of downtown Parking has been done. The Committee agreed to have the City Solicitor draft an ordinance establishing the handicapped parking area and to have him research the mechanism as to its allowability under State Statute. The Committee approved the request and baked that a Council Order be prepared designating this spot on the parking schedule for Mr. Gill. Committee adjourned at 3:45 p.m.
