Thurston, Police Department Walter Luro, Sngituering Department L. Union Street - Mrs. VeMalles. Mem. Vercelles had contacted Councilor Tilley requesting to be notified of the next Public Safety Committee meeting so that she could discuss the problem of traffic on Union Street by the swimming pool. area. She indicated the problem is violators of the speed limit, who are the National Guard personnel, City Counoilrrs, City vehicles including the Police DeparmvAt, and trailer trucks. She aM a "neighborbool group" have been watching the situation since a child was hit by a car in that location and have cic iced cone of these vehicles at 35 to 45 m.p.h. The problem not only exists in the rammer months but also during the winter months when the park area is used for various sport activities. She also indicated that Jackson Street residents have problems with slippery street conditions during the winter months, aM children cross the street at the Union Street end of Jackson Street. She recomended that the speed limit he lowered to 15 m.p.h. on Union Street by the purl, and also recamexled that a police cruiser be placed at that location on a daily basis for an hour in order to watch the traffic. Lt. Thurston indicated the speed limit is set by the State. The City Manager indicated that after the accident where the Child was tut the City painted "slow" on the pavement, put up additional signing aM set up a radar in an attempt to slow the traffic dem. He indicated he would talk with Chief Woodhead aM Lt. Thurston about a concentrated effort in that area with the radar to alert the traveling public of the speed limit. The Committee agreed with the City Maker's smg estian. 2. Parkino on Main Street in Front of The Bagel Shop. Lt. Thurston has spent considerable time in this area trying tr deal with the problem of parking, and mu ercial vehicles leading ani un]loading in Nis area especially in the thru-traffic lane on HmmoM Street dem arwM the comer onto Main Street. He talked to drivers of UPS aM Brinks trucks as Sell as a regular delivery truck aM they have cooperated well aM do not use tie travel lane. There is still a problem of people going into the Bagel Shap not only, on a short term basis but long term as well during the breakfast hours. 2. Perkim on Main street - Cont'd with the removal of the commercial vehicles, it hes helped the area but Lt. Thurston indicated there is still a problem with customers. The City Manager suggested that the Police Department continue to work with these people and direct them to a nearby parking lot. She staff wanted the Committee to know that the commercial wehicle congestion in this - area has been taken care of and the other parking problems will he worked an. She City Manager indicated that there has been an, design developei for the Main/Central/Hamicnd Street intersection and inlicated that pexhePS the trawl thru-lam could be moved over a little to lim up note than it currently does. 3. Ohio and 14th street Intersection. where have been a rather large anwnt of accidents at this location. The intersection has been recently paved and the staff offered a reoavmndation far a signal system to be installed. The Cmmittee unanimously agreed that the City should work with the State to design this intersection and funding to purchase the traffic signal and installation. 4. Griffin Road and Ohio Street Intersection. There is currently a four-way stop at this intersection and, although the accident level at this location is not as severe as Ohio and 14th Street, the staff feels it still warrants a full-scale traffic signal. the Committee unanimously approval the traffic signal installation properly coordinated with the State. 5. Parking at Bangor International Airport. Lt. Thurston showed the Committee a diagram of the area. The Airport Manager had requested that additional parking spaces he added making a total of 30 spaces. The xecvmendation of the Police Chief, Lt. Thurston and the Airport Manager is to establish 30 minute parking in this area by the Terminal Building. The area will he monitored by the Police Department once in the morning and once in the afternoon. The Committee recommended approval and a Council Order will he prepared far the August 26th agenda. 6. Dr. John Hart, 99 Pine Street, Request far One Haar Parking. The Camfttee agreed to one-hour parking on the easterly side of Pine Street from the northerly curbline of State Street and extending to the southerly curblim of Penobscot Street. A Council Order will bs prepared for the August 26th City Council agenda. 7. Complaint - Harlow Street. The City Manager infotmsd the Camittre he had receival a complaint regarding the new sidewalk in front of The Sctwolhouse Project. Lt. Thurston checked it out ani found there are no problems with traffic flow now that construction is complete. S. Parking - Court Street - BehimJ Police Station. Lt. Thurston indicated there is a prWlem with parking in this area by the County Court House. Based upon his rettmme 9ation, the Committee agreed with posting of no parking and to assign an area for Police personnel private vehicles. A Council Omer will be prepared for the upcoming agemia. 9. 2 Bean Comet. The Committee agreed to view the property at 2 Bean Gert with the Cade Enforcement Officer at 1:00 p.m. on Wadreaday, August 21st. le. Tally Ho Taxi. The City Manager has requested the City Solicitor to review the current Ordinano s concerning taxicabs and t0 make recpmendatiws as necessary to take the responsibility from the City as to nomher of vehicles, etc. The Committee didn't feel it was necessary to meet with representatives of Tally Bo Taxiconcerningtheir request for application for exteoded certificate of necessity aM convenience. 11. Council Order 85-277 "Parkin Prohibited Except for loading an] Unload- ing - Columbia Street. The Committee recommuxled approval of Comcil order 85-2)7 asking the City Manager to check with the City Clerk regarding the Parking Schedules to see if them is currently a lowli g zona at this location.
